Description
The National Institutes of Health, Office of Acquisitions Station Support Simplified Acquisitions Branch on behalf of the National Eye Institute (NEI) intends to negotiate, on a non-competitive basis, with Allama Iqbal Medical Research Centre located at Jinnah Hospital, 4 th Lahore PunJab 54550. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1 (b)(1) and FAR 13.501 (a)(1) to use Simplified Acquisition Procedure for commercial items. The purpose of this notice is to obtain information regarding availability and capability from qualified small business organizations to provide the services stated herein. All small business organizations ( SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB) are encouraged to respond to this notice. The North American Industry Classification System Code for this acquisition is 621511 and the size standard is $13.5M. The National Eye Institute proposes to continue the study in which scientist wil obtain blood samples from family members of 100 affected families over two years and conduct the research analyses necessary to isolate and identify the defect. This project will require that individual family members be screened and clinically evaluated, that family pedigrees be developed, and forwarded to the National Eye Institute. Since the NEI does not have the resources necessary to conduct the on-site evaluations and develop family pedigrees. NEI requests the services of a contractor who must have a M.D or Ph.D degree and specialized training and experience in the medical genetics of retinal degenerations. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted to holleyv@od.nih.gov on or before 10:00 AM EST, Friday, September 9, 2011. All information furnished must be in writing and must contain sufficient detail. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
