- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.NASA/KSC has a requirement to upgrade the voice equipment for the NASA MARS ScienceLaboratory launch on November 25, 2011. The equipment must be delivered by October 21,2011 to meet mission requirements. NASA/KSC intends to purchase the items from QuintronSystems, Inc. NASA/KSC originally purchased the current Voice Communication System fromthis contractor. The VCS uses unique Voice Over IP (VOIP) architecture, and software isproprietary to the manufacturer. Please not that FOB destination to KSC (32899)is required. Partial delivery isacceptable. All items except the headsets must be delivered by 10/21/11. The headsetsshall be shipped immediately when available or delivered no later than 11/30/11.The Government intends to acquire a commercial item using FAR Part 12. Interestedorganizations may submit their specific detailed capabilities and qualifications toperform this effort in writing (email) to the identified point of contact not later than12:00 p.m. local time on Friday, September 2, 2011. Such capabilities/qualifications willbe evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the Government. Oral communications are notacceptable in response to this notice.
