- The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), ENERGY STAR Labeling Branch intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Quorum Productions, Inc. to procure a feature segment on the Designing Spaces/Think Green television show. The segment focus is ?Reducing Our Carbon Footprint, Tips for Living a Greener Lifestyle? for their Q1 2012 programming. Designing Spaces is a half-hour national television series that travels all over the country, redefining and redesigning space. The show spans the genre of decorating ideas, do-it-yourself projects, and step-by-step home improvements. Each thirty minute episode is designed to inspire and educate viewers. From "green" building, decorating ideas, renovations, and step- by- step home improvements, the mission is to preserve our natural resources, protect our planet, and create an environmental impact on the world. Each episode explores exciting topics and home trends to inspire viewers to take on all home improvement challenges and decorating dilemmas. Quorum Productions, Inc. is the only company capable of providing this service to ENERGY STAR because they are the creators of the Designing Spaces nationally televised show. They are pioneers in pairing branding with the social media world on a national platform that has a wide and effective reach to the audience that ENERGY STAR has identified ? homeowners. They have national shows, airing on the Lifetime Television Network and their reach is 96 million households. The above makes Quorum Productions uniquely qualified to perform the work to be ordered under this particular requirement.NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. All questions should be directed to Sharron K.
