Description
The Southern Region intends to solicit for Heavy Equipment Dozers, Excavators, Transports, and Tractor Plows for use on a local, Regional, and Nationwide basis. The Government anticipates awarding multiple Incident Blanket Purchase Agreements (I-BPA). The agreements will be competitively awarded by Dispatch Centers within Region 8 of the Forest Service and may be used in the protection of lands, to include but not limited to, wildland fire suppression, all hazard activities, and severity support. Awards resulting from this solicitation will be made using the CascadingSet-Aside Procedure as posted on the VIPR website: http://www.fs.fed.us/business/incident.php. The Contractor is responsible for all equipment, materials, supplies, transportations, lodging, trained/certified personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The solicitation will be issued using the Virtual Incident Procurement (VIPR) system. All quotes in response to the solicitation must be submitted in VIPR. In order to view the solicitation package and complete the online forms used in submitting your quote, you must first download the free Formatta Filler Software found at: http://www.formatta.com. Basic information and vendor help can be found at http://www.fs.fed.us/business/incident/vendorsupport.php To submit a quote you must: 1) Have access to VIPR which requires a Level 2 eAuthentication account that provides the ability to conduct official electronic business transaction. Level 2 eAuthentication will be your secure electronic signature required to complete and submit your quote in VIPR. Only individuals from your company who are authorized to make an offer to the Government and plan to sign the preseason incident agreement(s) must obtain a Level 2 eAuthentication account. The USDA eAuthentication homepage is at: http://www.fs.fed.us/business/incident/eauth.php 2) Have access to a computer with the internet, Formatta Software, and a current e-mail address. 3) Obtain a D-U-N-S Number (http://fedgov.dnb.com/webform/), IRS TIN (http://www.irs.gov/businesses/small/international/article/0,,id=96696,00.html), register in CCR (https://www.bpn.gov/ccr/default.aspx), and complete ORCA (https://orca.bpn.gov/) 4) The solicitation will only be available electronically. NO telephone requests for the solicitation package will be accepted, and NO paper copies will be issued. 5) This is a total small business set-aside. Awards will be made using the Cascading Set-Aside Procedure that is noted on the VIPR website. 6) Pre-quote (Vendor Information) meetings are planned for October 11th, October 25th, and November 1st.
