Modification #1 removes Small Business set-aside restriction. Modification #2 Responses to questions: ****************************************************************************** 1. Will the contractors effort be to supply and assemble NEW power packs or rebuild core power packs pulled from vehicles to be reset. Answer: Must be New government receives the packs first, then pull the packs and return core assets. 2. Please specify engine configuration and NSN--i.e. serpentine belt or "v-belt configuration. And which power steering pump is required. Answer: Both serpentine and V-belt depending on HMMWV model: ps pump NSN: 01-168-7876 3. What are the "HVAC training" requirements?-if any. Answer: Primarily A/C 4. What is the "advanced brake training" requirements?-if any. Answer: All makes refer to the Advanced Brake Training system in the HMMWV, i.e. M1097, M1151/52, M1165, M1025/26 5. Should we quote your solicitation as a fully dressed Pack; or try to adhere strictly to the items listed as the RFQ details? Answer: It is a complete power pack with 4 separate components. All components are needed to Reset the HMMWV's and the repair parts are the "power pack." Power pack kits must be plug and play and ready for installation upon receipt. Yes, we need the quote addressed as a full power pack. Cores cannot be provided specifically at this time since the HMMWV's are various models with different components and there is no visibility on which ones will come thru Reset to begin. 6. Can you supply a listing of core assets to be returned, or an educated guess on core configuration eg. 6.2 engine 3L80 trans, 218 transfer etc? Answer: It will be a mix of 6.2 and 6.5 engines. Variants unknown transmissions and transfers yet no visibility on the HMMWV types until the rotation for Reset are confirmed. OEM Clarification: Required new OEM parts are listed, if not listed as such, then they are not to be treated as such. 1.Statement: "HVAC (all makes)" Question: All makes refer to the HVAC system in the HMMWV, correct? If not, please provide all makes to be trained on? Answer: M1151/52, M1165 models 2. Statement: "Advance Brake Training (all makes)" Question: All makes refer to the Advanced Brake Training system in the HMMWV, correct? If not, please provide all makes to be trained on. Answer: On system and advanced techniques 3. Statement: "Line Designs" Question: Please clarify the intent of training for "Line Designs" Answer: Hydraulic 4.Statement: Training Questions: Can you please clarify the training requirements? Answer: Dyno, basic Dx and troubleshooting How many students will attend each class? Answer: 10-12 Can the different training programs be taught on consecutive days or should we assume they will be taught on different trips to the site? Answer: Different days, same site Will the training be taught on weekdays or weekends or both? Weekdays What are general requirement about the duration of training for each training program? Answer: Appx. 20-40 hrs. Will the NG provide the shop, tools, equipment, special tools, consumables, classroom, etc to support the training? Answer: Yes We assume that the Instructor(s) for the air-condition training program must be ASE air-conditioning certified? Answer: Yes Do the Instructor(s) for the HMMWV training program need to be OEM certified to teach the training programs? Answer: Yes Do the Instructor(s) for the HMMWV training programs need to be TRADOC certified Instructors? Answer: No 5.Statement: Regarding the Designated Account Representative monthly site visits? Questions: Can you provide more detail with respect what you wish to accomplish during the monthly visit? Answer: Product/ system review Is there a required duration for each monthly visit? i.e. 3 days, 1 day, etc? Answer: 1day Are there any special qualifications for the Designated Account Representative such as OEM certified HMMWV Field Service Representative, HMMWV Instructor, etc? Answer: No ************************************************************************************ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Pennsylvania Army National Guard USPFO for Pennsylvania intends to solicit and award a firm-fixed price purchase order, under Federal Acquisition Regulation (FAR) Part 12. This is a 100% small business set aside. The North American Industry Classification System (NAICS) for this acquisition is 336399 with a Small Business Size Standard of 500 employees. Please identify your business size based upon this standard and include your tax id number and cage code in your response. The solicitation number for this announcement is Request for Quote (RFQ) W8071J1161N002. It is the intent of the PA Army National Guard to award a firm fixed purchase order to one contractor to provide a quantity of 119 Power Pack kits for High Mobility Multipurpose Wheeled Vehicles (HMMWV) to consist of four major components: engine, transmission, transfer case, and torque converters to meet OEM Specifications as required by the TM Standard to supply engines, transfers, transmissions, torque converters and 200 Amp Alternators as part of the PA Army National Guard's program to Reset M998/ M1037 series military HMMWV's Power Pack Kits, 119ea; for M998/M1037; Consisting of four components: Engine 6.5L V8 Detuned Engine with new Second Generation US manufactured OEM Engine Block, transmission, transfer and 20 AMP alternator new OEM Heads, QTY: 119; new OEM Crankshaft, new Mahle pistons (100% standard size) complete set for 119 engines; new OEM water pump; new OEM Oil Pan lift pump; new OEM injectors, QTY: complete set 119; Remanufactured Injector Pump; Main/Rod bearings; Connecting Rods; Piston/rings; Piston cooling tubes; Camshaft Timing components; Cam bearings; Lifters; Oil pump assembly (military); Rear seals; Push rods; Rocker arms; Valves; Oil pan and pick-up tube (military); Water pump assembly; Mil-spec flat black coating; Front cover; Fronts seals; Vibration damper; Head covers; Head cover gaskets; Injectors; Glow plugs; Fuel injection pump; Fuel lines; Associated hardware, clamps, fluids, lubricants; Oil Sampling on each engine (test results provided) Sent to government prior to shipment. Training: HVAC (All Makes) - Course Overview will be provided to PAARNG, Onetime onsite training for government technicians on HVAC to include, trouble shooting and diagnosis. Advance Brake Training (All Makes) - Overview presentation provided to PAARNG. Onetime onsite training on testing, installation, and line designs for government Technicians. Designated Account Representatives with monthly onsite scheduled visits for quality control and improvement assistance to PAARNG. Delivery schedule: 10 complete units per month. Shipping FOB Destination to: CSMS-EAST BLD 10-102 Fort Indiantown Gap Annville, Pa 17003-5003 No charge for delivery or for core return. Shipping to begin within 30 days after contract is awarded and then a pick-up and delivery will be executed when 10 engine cores are completed by PAARNG. Shipments will be coordinated between the government and vendor POC. Once the government is ready for a new shipment vendor will be notified to release 10 additional kits. Vendor pays for all shipping and core return. Period of Performance: Base Year and 1 Option Year from date of award.
