This solicitation has been amended to reflect a new RFQ due date.QUOTE SUBMISSION: Submit Quotes via email only to: Contract Specialist, Quiana.Galloway@bia.gov. Phone calls will not be accepted. Quotes must be received no later than THURSDAY, September 01, 2011 at 1PM ET. QUESTION & ANSWER:Questions that were submitted after the site visit have been accepted and the answers are provided below. Questions are no longer being accepted. Please contact the contract specialist via email if you would like to recieve a copy sent via email. Quiana.Galloway@bia.gov. 1 Is there an Asbestos Report or Hazardous Material Survey on file for this facility? If so, is the carpet adhesive considered "hot"? After reviewing 2010 asbestos management plan, no testing was done on carpet or its adhesive. Called tester and he said carpets were normally not tested industry wide. If need be we could get a test of adhesive to comply with contractors question.2 Is a Bid Bond and/or Performance and Payment Bond required for this job? Bonding is not required, this contract as a service contract and not a construction contract. The contract will take precedence and the vendor will be required to sign contract as acceptance of work and will be required to perform the requirements in the statement of work.3 Are as-built drawings available of the space? We understand that the material take-off was completed around 6 years ago, so we would like to verify for ourselves the amount of flooring to be replaced. Concrete is under all of the areas asked to be replaced except for two rooms that have three tier risers in them, which may be ply wood4 If no drawings can be provided, could you please provide a lineal footage of new cove base to be installed (on wall at carpet and laminate edges)? Floor plan blue prints were supplied at the site visit; these plans show the linear dimensions. Please contact Facility Specialist, if you did not receive copies. 5 Could you please explain which area of the music room is not to be floored?Vct tile on entrance walkway approx 9ft.6 There was discussion that one of the tiered classrooms would have its tiers removed, thereby creating a flat-floored classroom. Is Contractor responsible for demolishing these tiers, conducting wall repair, and relocating any wall accessories downward (such as the whiteboard)?On site facilities will remove tiers if they are to be removed. No white boards or any accessories that are not on floors will not need to be removed 7 Are any floor electrical outlets to be removed or relocated, or simply floored around? One computer lab had floor access chases for data. They are now defunct they will be covered up, as they will never be used again. The power outlets in floors will need to be kept. 8 Who will be responsible for disconnecting and moving computers in/out of spaces? Contractor or Owner? The IT dept. will power down all computers and will be responsible for powering up after installation. 9 Within the material specifications of the project, it clearly identifies the use of a Kraus laminate flooring with the installation of an underlayment. Please clarify which product is desired by the BIA. The vendor can quote a comparable brand. VCT is acceptable.10 Is this site a Federal Property? The Chemawa Indian school is not located on an Indian reservation, but is a federally funded school and on federal land.11 Does the BIA require background investigations for individuals working on site? Will previous GSA HSPD-12 clearances meet or exceed the BIA's requirements? WD no. 2005-2441 Revision 1, 6/13/201113 Is direction given by Shaun Naranjo considered contractually binding? No, the vendor should abide by what is in the statement of work. A bi-lateral modification will be made prior to any changes to the work performed. 14 Does the BIA require escorts in different areas of the campus? Is this supplied by BIA? All contractors must abide by HSPD-12 requirements and have visible identification at all times while on property.15 Will there be a lay down area provided onsite for material/staging? Reference: 52.236-10 operations and storage area 16 What is the required warranty period? Supplies shall use Manufacturer warranties and service warranties shall be for all service provided by the contractor17 Open holes in upstairs slab were identified as old abandoned raceways that were no longer in use. Direction was given to fill the holes and carpet over. Is this in compliance with the BIA's desires? Please price out how much this will cost the school to fill in holes in the old typing room now computer lab.
