- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Natick Soldiers Center (NSC), intends to award a firm fixed price purchase order on a sole source basis to: Portable Tank Group, Sebastian, FL 32978. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. INQUIRIES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: This equipment is to be evaluated in an AOR in different environmental and operational conditions. Previous shipments to AOR has resulted in positive feedback and request to expand test/evaluation to other units to assess full capability. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Multiple months of contact with industry via telephone and internet searching has resulted in this being the only company to offer both tank and secondary containment systems compatible with collapsible box systems and other components. Have researched all companies submitting RFIs based on previous purchase and determined they do not meet manufacturing capability as this source does as they subcontract to this source and add mark-up or want to turn purchase into a R&D project. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Multiple months of contact with industry via telephone and internet searching has resulted in this being the only company to offer both tank and secondary containment systems compatible with collapsible box systems and other components. Have researched all companies submitting RFIs based on previous purchase and determined they do not meet manufacturing capability as this source does as they subcontract to this source and add mark-up or want to turn purchase into a R&D project. 4. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Contacted NISH to investigate assembling sets of equipment to satisfy future requirements. 6.
