- Sole Source Synopsis Mission Installation Contracting Command, Presidio of Monterey, California, intends to solicit and award a sole source Firm-Fixed Price contract for OPIc Testing services under the authority of FAR 6.302-1. Anticipated award date is 15 September 2011. The North American Industry Classification System for this acquisition is 611710, small business size standard: $5,000,000. Interested parties may submit their capabilities package to the email address below. This notice is not a request for competitive proposals/quotes. However, the government will consider all responses received within 5 days of publication. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Questions shall be submitted electronically to todd.s.bales@us.army.mil and jamie.m.arthur@us.army.mil. Requirements include the administration of 6000 Computerized Oral Proficiency Interviews (OPIc) in Russian, Arabic, French, Farsi and Chinese-Mandarin. The contractor must have a web-based computerized testing platform, allowing for the diagnostic testing of DLIFLC students and alleviating the need for DLIFLC and contractor OPI testers to administer standard OPIs to language students in the field. The contract will provide a vehicle for the test administration and scoring of the 6000 OPIc in five (5) languages. The testing must be able to begin within 10 days from the award date.
