Description
The VAMC, Salem, Virginia is seeking the services of an Architect-Engineer firm to provide professional engineering services to develop solicitation documents for Project No. 658-11-105, Provide Professional Engineering Services for the Replacement of High Voltage Distribution Systems. Services shall also include design services, construction period services, site visits, and attendance at pre-bid and pre-construction conferences. Funds are not currently available for this project. The VAMC, Salem, expects to receive funds by the end of the Fiscal Year for award by September 30, 2011. There is a possiblity that award may not be made until FY 12. In order to be considered for selection, the A/E firm MUST MEET the following requirements: 1) specific experience in high voltage electrical distribtution systems; 2) current registration in CCR, ORCA, VETS 100, and, if a VOSB or SDVOSB firm, registration in VetBiz, with the applicable NAICS code of 541330, Engineering Services and, 3) response time of 180 minutes (3 hours) to the VAMC, Salem, Virginia. NOTE: Response time is defined as a physical presence at this medical center via automobile (not corporate or commerical aircraft, nor Amtrak). A/E Selection Criteria: The A/E firm must address the following areas in their submission, not necessarily listed in order of importance or merit: (1) Proposed Management Plan; (2) Previous experience in high voltage distribution systems; (3) Professional qualifications and background; (4) Facility location; (5) Cost Control; (6) Schedule Control; (7) Estimating Effectiveness; (8) Describe your experience and capabilities in the following areas: energy conservation, environmental assessment, computer aided design, drafting and other computer applications; (9) Describe circumstances and outcomes of any litigation you have been involved in over the past five (5) years; and (10) indicate type and amount of liability insurance you carry. Interested parties shall submit their SF330 no later than c.o.b., (4:30 p.m. local time), Wednesday, September 7, 2011. The SF 330 form may be downloaded from www.gsa.gov/forms. Offerors may submit their SF 330 to the Contracting Officer electronically at teresa.holley@va.gov. The Contracting Officer is not responsible for not receiving submissions due to the offeror misaddressing the e-mail or illegibility of the SF 330. The Contracting Officer will acknowledge receipt of the SF 330 as a reply to the e-mail address of the sender. NOTE: The SF 330 submission is limited to a MAXIMUM of thirty (30) pages, with a font size no smaller than 11. SF 330 submissions that do not meet this criteria will be determined as non-responsive. On-site interviews will be scheduled with the three (3) highest ranked firms. Once the interviews are complete, the highest ranked firm will be issued a solicitation to provide a cost proposal for this project. THIS IS NOT A REQUEST FOR PROPOSAL. No solicitation package will be issued except to the highest ranked firm. This procurement is being conducted using full and open competition based on limited responses to two previous sources sought notices published to establish interest in all socio-economic categories.
