Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to FEI Company, 5350 NE Dawson Creek Drive, Hillsboro, OR 97124 to procure the following: 1. FP 5350/62 Vitrobot The sole source determination is based on the fact that National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting making medical discoveries that improve people's health and save lives. The National Institute of Biomedical Imaging and Bioengineering (NIBIB) is an Institute within the National Institutes of Health (NIH) devoted to merging the physical and biological sciences to develop new technologies that improve health. NIBIN's goal is to accelerate the pace of discovery and speed the development of biomedical technologies that prevent illnesses or treat them when they do strike. The FP 5350/62 Vitrobot will be used by the Biomedical Engineering and Physical Science Shared Resource. The vitrification system will enable reliable preparation of frozen specimens for cryo electron microscopy of macromolecular assemblies, cells, and nanoparticles. These applications will involve collaborations with principal investigators and researchers across the NIH. Specifications: 1.Provide an ambient humidity in the specimen chamber of 100%, and no condensation at relative humidity values below 85%. 2.Provide a working temperature inside the specimen chamber in the range 5° to 60° C for a laboratory temperature between 20°C and 25°C. 3.Provide humidity by ultrasonic control. 4.Sample must be introduced manually though a side port of a climate--‐ controlled specimen chamber. 5.Excess fluid should be removable from the electron microscope grid by successive blotting by rotating filter paper on both sides of the grid. The number of blotting cycles must be digitally controlled by software to allow up to 15 separate blots. 6.The wait time between blotting and freezing (vitrification) should be controlled by software. 7.N automated shutter below the specimen should allow an instant injection of the specimen grid into the reservoir of the cryogen of liquid nitrogen--‐ cooled ethane. 8.When the cryogen container is lowered the grid should also be automatically lowered so that it remains at the temperature of the cryogen. 9.The system should allow semi--‐automated transfer of grids from the liquid cryogen to the grid box. 10.The vitrification system should be controlled by a PC computer, which can set the operation parameters as well as read out the temperature and relative humidity of the climate controlled specimen chamber. Industry Classification (NAICS) Code is 334516, with size standard of 500. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-53 (August 4, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by August 31, 2011, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
