- ELECTRICAL UPGRADE, UPDATE AND TRANSFORMER RELOCATION. The United States Geological Survey operates and maintains a Geomagnetic Observatory near Boulder, CO. The observatory is almost 50 years in age. This statement of work concerns the updating, upgrading and relocation of the electrical power system at the Observatory. The current electrical system needs upgrading to bring the system up to code. Additionally, more power is required to adequately supply the observatory.
