- Description
- The Internal Revenue Service intends to increase the ceiling amount of the Public User Portal (PUP) contract number TIRNO-09-D-00022 with Accenture LLP. The increase in the ceiling amount is $12,000,000.00, for a new authorized ceiling of $77,038,254.03. This acquisition is for interim coverage for this critical portal, to maintain the existing operations and infrastructure, and ensure a smooth transition to the newly awarded portal contract. It is anticipated that all the required transition can be accomplished within the current 36-month contract period of performance. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1), implemented under FAR 6.302-1(a) which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The maintenance and operation of the portal environment is critical to IRS business operations, the IRS mission, and is foundational to IRS electronic tax administration. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
