Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The USACE, Vicksburg District intends to issue a sole source award to Brunswick Commercial & Government Products, Inc., 420 Megan Z Avenue, Edgewater, FL 32132 for all labor, fuel, equipment, tools, parts, materials and supplies necessary to complete the refurbishment of patrol boat SP-5, a 22' Boston Whaler Sentry class motor vessel. This model was purchased from Brunswick Commercial & Government Products, Inc. (formerly Whaler Craft) and is currently discontinued. The required work shall include de-rigging and re-rigging the vessel, fiberglass repairs and refinishing, painting of the hull and superstructure, replacement of all critical systems components such as fuel lines and electrical wiring, application of new graphics and markings, installation of additional lighting and electronics, replacement of the existing trailer and all other requested work. Brunswick Commercial & Government Products, Inc. has the necessary equipment in-stock to perform the work. As the manufacturer of SP-5, they have original plans, drawing and schematics to guide their work. They also have moulds and forms vital for repairing the hull, deck plates and other fiberglass parts. BCGP is also the only source for many of the parts and fittings needed for refurbishing this vessel. Moreover, BCGP's Factory Refurbishment Service has a proven record of success in refurbishing Boston Whaler Sentry class patrol boats. Their employees have skills, expertise and institutional knowledge critical to successful refurbishment of SP-5. Our own research also indicates that since this vessel is not a model currently in production attempting to source refurbishment services through other sources would be difficult and likely have to be handled in a piece-meal fashion involving different contractors for different types of work at potentially greater costs in time and money, and yielding a much less satisfactory overall result. A firm-fixed price award will be made utilizing the Simplified Acquisition Procedures. Any other responsible sources able to provide the refurbishment of patrol boat SP-5, a 22' Boston Whaler Sentry class motor vessel are encouraged to respond to this announcement within 7 days after its publication. This is not a request for quotations and there is no solicitation available at this time.
