- The Department of Veterans Affairs, Rocky Mountain Network Contracting (RMNC), 4100 East Mississippi Ave, Ste 900, Glendale, CO 80246 intends to negotiate a sole source procurement pursuant to Public Law 109-461, a.k.a. Veterans First Act, with Grand Enterprises, 4359 South 3800 West, West Haven, UT 84401 for improvements to the automated control systems, and the lighting systems in certain buildings at the Salt Lake City VA Medical Center. Upgraded lighting systems and new lighting controls are needed in various buildings at the Salt Lake City VA Medical Center. Contractor will be upgrading existing pneumatic controls to direct digital controls (DDC) and will be adding additional control devices on existing air handler, pumps and fans. The new DDC must be compatible with the existing Metasys controls on the Center. The drawing package includes detailed schedules for each control modification. Contractor to furnish labor and materials for Metasys Controls upgrade as required in the Project drawings and specifications. In addition, the Project work schedule included in the bid drawings will have a room- by- room schedule including lighting and fixture type, along with the specific lighting controls. There will be a variety of lighting required, but the lighting will be primarily of the T5 and T8 type fluorescent type. Project work will include updating exit signs campus wide. This includes replacing all obsolete exit signs with new and providing exit signs in new locations to update egress standards. The NAICS Code 238210 applies to this procurement. The VA has the unique statutory authority to sole source to SDVOSB's per VAAR 819.7007, and under statute 38 U.S.C. § 8127(c) and Public Law 109-461. According to the above referenced laws, contracting officers may use other than competitive procedures (including sole source awards) for contracts to SDVOSBs and VOSBs where the anticipated award price will exceed the Simplified Acquisition Procedures threshold but not to exceed $5,000,000 (including options). Each related award must be made to a responsible SDVOSB or VOSB at a fair and reasonable price as determined by the contracting officer. Grand Enterprises has a history of producing proposals and completing construction projects at or below the IGCE, as well as providing the VA with superior quality. No solicitation document is available and telephone requests will not be honored. This notice of intent is not a request for competitive quotes.
