- Reference Number: NHLBI-CSB-(AR)-2011-340-CRS Title: Talen Access THIS IS A SOLE/SINGLE SOURCE, NON-COMPETITIVE NOTICE. This notice of intent is not a request for competitive proposals. This sole / single source, non-competitive notice is prepared in accordance with FAR Parts 5 & 13. This notice of intent is not a request for competitive proposals. Far Part 6 - Competition Requirements, is not applicable to contracts awarded using simplified acquisition procedures of FAR Part 13, not expected to exceed the simplified acquisition threshold. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-53 (effective August 04, 2011). The delivery date for the Talen Access is September 2011. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $150,000.00. The North American Classification System (NAICS) code applicable to this requirement is 541711 and the associated small business size standard is 500 Employees. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the NIH Center for Regenerative Medicine (NIH-CRM), intends to negotiate and award a purchase order for Tallen Access, on a sole source non competitive basis to Cellectis Bioresearch, Inc. 810 Cromwell Park Drive, Suite T, Glen Burnie, MD 21061. The basis for the sole source determination is based upon the fact that: Cellectis Bioresearch is currently the only company that can provide the Talen Access. Cellectis Bioresearch currently holds the licensing agreement with the University of Minnesota and Iowa State University that grants Cellectis the worldwide right to use inventions related to TAL effector-mediated DNA recognition and cleavage. The Talen system provides a unique method for specific targeting of the genome in order to more specifically generate plasmids of choice. Interested parties may identify their interest and capability to respond to the requirement or submit a response. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
