Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, for the Light Microscopy Core Facilities, intends to negotiate and award a purchase order on a noncompetitive sole source basis to, Coherent, 5100 Patrick Henry Drive, Santa Clara, CA 95054, to purchase the below item. The reference number: NHLBI-CSB-(HL)-2011-335-DDC. Product number 1169916 Chameleon: Compact OPO: IR, quantity 1 each The sole source determination is based on the fact that the equipment, when coupled to the light microscopy Core's existing Ti:Saph laser and Leica SP5 two-photon microscope (nih# 01798968, serial# 5100001188), produces long wavelength pulsed excitation light (1000-1600nm) for the laboratory's specialized fluorescence studies. Excitation light in this range is necessary to expand the number of fluorescent markers that can be imaged with the Core's microscope particularly for in vivo imaging of thick tissue. Other requirements include that the pump laser be used simultaneously for lower excitation wavelengths I the range of 740-880nm and that powers at 1140nm exceed 500mW. The control of this OPO needs to be fully automated and under control of the exiting Leica SP5 microscope so that Core users can easily use this system. These capabilities will greatly expand the Light Microscopy Core Facilities ‘ability to meet the ongoing research projects of NHLBI-DIR researchers. In summary, only the Coherent OPO system is compatible with existing NIH equipment (a Coherent pump laser and Leica SP5 microscope) and meets the technical specifications and space available for the precise microscopy experiments. Based on the market research there were no small businesses that manufactured this system. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 10 Center Drive, Building 10-Room B1D-416, Bethesda, Maryland 20892. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing with size standard of 500 employees; the small business set-aside does not apply to this requirement. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-53 (August 4, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by September 3, 2011, 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
