Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Montana National Guard, Fort Harrison, MT. intends to make award for commercial services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Advertisement for Proposals. The NAICS code for this is 541618 (other management consulting services). The size standard is $6,000,000.00 The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, effective 1 June 2008 & Class Deviation 2005-00001. This is a 100% Set Aside for Small Business as documented by the Small Business Administration. The Montana National Guard, Fort Harrison, MT has a requirement for Non-Personal Services in support of the Family Support Programs located at Fort Harrison, MT. It is our intent to issue a firm-fixed price contract to maintain that service for four months while the actual contract for services is completed by the National Guard Bureau. Key requirements of the vendors were be successful completion of background investigations as the positions involve working with children of all ages. Additionally see the attached SOW and position descriptions. The clauses to be integrated into the Purchase Order will include those within the Service Contract Act of 1965. A Quality Assurance Plan will be utilized. Any additional clauses to be included will be at the sole discretion of the Government and will be included in an amendment as required and include the following: 52.212-2, Evaluation-- Commercial Items (January 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. The following factors shall be used to evaluate offers: price and the following technical factors in descending order of importance: 1) The contractor's ability to meet the requirements in the above Performance Work Statement; and 2) Contractor's experience with and knowledge of Army National Guard Youth Programs and Army Regulations. The technical evaluation factors listed are approximately equal in value to Price. Offerors shall ensure that the above technical factors are addressed in their proposals.
