- "This synopsis is provided for informational purposes and is not to be considered a request for proposal. Solicitation Number W15P7T-11-R-A212 is assigned for reference purposes." The United States Army Contracting Command, Aberdeen Proving Ground (C41SR), Maryland 21005, intends to solicit and award a Sole Source, three-year, Cost Plus Fixed Fee contract in accordance with FAR 6.302-1, Only One Responsible Source. The Government intends to procure depot and field level overhaul, repair services, field maintenance support, engineering services for the AN/USC-28(V) Satellite Communications Set (SCS), and Defense Satellite Communications System (DSCS) Electronics Counter-Countermeasures Control Subsystem (DECS)-Central Component (CC)/DECS Remote Component (RC). The anticipated effort is planned to be a Sole Source to Raytheon Company, 1801 West Hughes Drive, Fullerton, California 92833. The AN/USC-28(V) SCS and DECS-CC/RC software and hardware were designed, developed and produced by Magnavox Corporation (Magnavox). Magnavox was acquired by Hughes Corporation, which was subsequently acquired by Raytheon. No other source possesses knowledge of the design of AN/USC-28(V) SCS and DECS-CC/RC which is necessary to provide the required support to the Government. Additionally, the technical data for these items is proprietary to Raytheon. The Government possesses Level II outline drawings; however, these do not provide the level of detail required to enable competition for the proposed action. Level II drawing packages provide partial information for selected assemblies and no information on subassemblies. To maintain the system, the more detailed information on all assemblies and subassemblies found in a Level III drawing package is required. The Government does not possess Level III drawings for the AN/USC-28(V) SCS and DECS-CC/RC, and it is estimated that it would take two years and $8.5M to produce Level III drawings sufficient for another source to provide these services. On 13 January 2006, the Government contacted Raytheon to determine if it was interested in selling the Technical Data Package (TDP) for these items. Raytheon requested $200,000 just to evaluate the drawings and provide a cost estimate to produce Level III drawings. Based on several past telephonic discussions with Raytheon, the Government estimates that the TDP would cost approximately $8.5M. Based on this estimate, the costs to procure the TDP from Raytheon would not be feasible to the government. Failure to award the proposed contract will result in the inability to maintain the AN/USC-28(V) SCS and DECS-CC/RC in an operable condition.
