- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-11-T-0262; http://www.fbo.gov/ is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. All required information must be received on or before 13 Sep 2011 4pm local time. The Government contemplates award of a Firm Fixed Price (FFP) contract resulting from this solicitation and intends to negotiate with only one source. Cameca Instruments, 2645 5500 Nobel Dr. Madison, WI 53711, in accordance with FAR 6302-1(a)(iii), Substantial duplication cost and unacceptable delays. CONTRACT AWARD - CLIN 0001 is for an upgrade to the Cameca EPMA which includes: Microprobe automation packages, Pc Computer, 2 Software licenses to the PEAK SIGHT software and 2 20 inch LCD Displays. CLIN 0002 is for the installation and testing of the upgrade and training on the new PEAK SIGHT software for EPMA operators. CLIN 0003 is for the sample navigation program component to the PEAK SIGHT software. CLIN 0004 is for the quanitification of xray images program component for the PEAK SIGHT software. CLIN 0005 is for replacement of video and back-scatter monitors with new 20 inch LCD monitors. CLIN 0006 is the shipping charge for upgrade package. Delivery: Require FOB Destination 300 Highway 361, Crane IN 47522, 4 months ADC. Selectee shall extend to the Government a standard sales warranty provided such warranty is available at no additional cost to the Government. All other offeors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Enter pricing information in CLIN section, or attaching a quote, and writing in the CLIN section, SEE ATTACHED QUOTE. 3. Fill out Certs and Reps beginning on page 20, including clause 52.219-1 ALT 1 and any subsequent applicable clauses thereafter.
