Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Moor Instruments, Suite #66, 501 Silverside Rd. Wilmington, DE 19809 to procure the following: 1.Tissue Oxygenation and Temperature Monitor, Quantity: Two (2). 2.Combined VMS-OCY and CMS-LDF-HP custom skin probe, Quantity: Two (2). 3.Iontophoresis Controller System, Quantity: One (1). 4.Iontophoresis chamber, Quantity: One (1). 5.Vascular Assessment Pressure Cuff Controller, Quantity: One (1). 6.Arm Pressure Cuff with airline and quick fit connector, Quantity: One (1). 7.Thigh Pressure Cuff (Adult) with airline and quick fit connector, Quantity: One (1). 8.Toe Pressure Cuff with airline and quick fit connector, Quantity: One (1). 9.High Power, Laser Doppler Monitor for deep tissue measurements, Quantity: Two (2). 10.8 channel data acquisition module with digital in/out triggering, Quantity: One (1). 11.moorVMS-PC Software Pack, Quantity: One (1). The sole source determination is based on the fact that National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Institute of Biomedical Imaging and Bioengineering (NIBIB) is an Institute within the National Institutes of Health (NIH) devoted to merging the physical and biological sciences to develop new technologies that improve health. NIBIB's goal is to accelerate the pace of discovery and speed the development of biomedical technologies that prevent and treat illnesses. The above equipment will be used by the Biomedical Engineering and Physical Science Shared Resource. This equipment will provide a means to quantify microcirculation with simultaneous assessment of tissue oxygenation and temperature for collaborative clinical protocols with various NIH centers. Specifications: 1.Ability to monitor microcirculation, oxygen saturation, and temperature simultaneously (at a specified body location or multiple locations, i.e., multi-channel capability), with all sensing modalities combined within each probe; 2.Ability to measure microcirculation using Doppler technology to a depth of at least 1mm; 3.Continuous output of data from the collectors; 4.Controllable iontophoresis, integrated with microcirculation and oxygen saturation measurements; and 5.External trigger options. Industry Classification (NAICS) Code is 339112, with size standard of 500. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-53 (August 4, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by September 6, 8:00 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
