- The Army Contracting Command- Aberdeen Proving Ground (ACC-APG) Division D, APG, MD 21005 intends to award a firm-fixed price contract utilizing Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures. The Government intends to issue on a sole source basis to CQ Roll Call, Inc., 77 K Street, NE, 8th Floor, Washington, DC 20002 under the statutory authority permitting Other Than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This requirement is in support of Program Executive Office (PEO) Soldier. This subscription will provide PEO Soldier's Congressional Affairs Officer with access to CQ.com and CQ Budget Tracker. This subscription also includes access to sources, tools, and features such as, but not limited to, CQ Today New, CQ Schedules, CQ Bill Tracker Congressional Research Service Reports and Custom Bill Reports. Such sources, tools and features are not available from any other source of supply and are not otherwise available to the Government. Responsible parties may identify their interest and capability to respond to this requirement, no later than 02 September 2011.
