- This is a combined synopsis/solicitation Request for Quotation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID RFQ 1154 and the solicitation is being issued as Request for Quotation (RFQ). This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 05-53). This acquisition will be processed under Simplified Acquisition Procedures and is a Small Business concern. Small disadvantage, minority, veteran owned, and HUD zone companies, etc. are encouraged to submit quotes. All responsible sources may submit an offer that will be considered by the Agency. The North American Industry Classification System (NAICS) Code for this acquisition is 541712, and the small-business size standard is 500. The National Institutes of Health, National Institute of Allergy and Infectious Disease (NIAID) intents to procure a 1064nm femtosecond fiber, far-red near-IR excitation laser, source for multiphoton intravital imaging. This instrument must allow a broad range of chromophores that can be used to label different cells and to do so at tissue imaging depths. The unique specifications of the system are as follows: • Must deliver a laser beam with the features required for high performance multiphoton fluorescence imaging (power > 1W at 1064nm, pulse width < 200fs, repetition rate 20-80 MHz, linearly polarized) and with a price less than $40,000; • Must have a seed laser that was compressed to below 300fs pulse width and delivers this high quality seed oscillator. This feature imparts to the output laser a optimal spectrum, pulse shape and stability (<3% in 12 hours); • Must have the most compact design among lasers with similar power and pulse width at this wavelength. The amplified laser pulse is guided to the pulse compressor by flexible fiber, and the compressor (305 × 305 × 150 mm) has a very small footprint on the optical table, ideal for the limited lab space in our microscope room. It is essentially that we are able to mount this laser on the same optical table as the microscope, making a compact size essential for our use. Award will be based on: a) Technical capabilities to meet the required specifications; b) Installation; c) Warranty; d) Delivery; e) Price. The FOB Destination, Bethesda, Maryland 20892. The government will award a firm fixed price purchase order to the responsible contractor. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] Offers must be submitted no later than 4:00 P.M.
