Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, for the Light Microscopy Core Facilities, intends to negotiate and award a purchase order on a noncompetitive sole source basis to, Leica Microsystems Inc, 1700 Leider Lane, Buffalo Grove, IL 60089, to purchase the below item. The reference number: NHLBI-CSB-(HL)-2011-336-DDC. Product number 1534SP5135 OPO Adaptation to SP5 MP including High IR Transmission Scan Optics for SP5 Scan Head, to include installation of the system, quantity 1 each The sole source determination is based on the fact that an upgrade package will allow for a second beam-path for long wavelength ultra-fast fluorescence excitation in an existing core owned Leica SP5 two-photon microscope (NIH)# 01798968, serial# 5100001188). This upgrade will allow for dual excitation using a standard Ti:Saphire laser and an Optical Paramagnetic Oscillator (OPO) system. Excitation light in this range is necessary to expand the number of fluorescent markers that can be imaged with the Core's microscope particularly for in vivo imaging of thick tissue. This upgrade will require changes to the existing optics as well to allow for transmission of wavelengths in the range of 1100nm to greater than 1400nm. It will also require integration of wavelength control into the existing microscope software. These capabilities will greatly expand the Light Microscopy Core Facilities' ability to meet the ongoing research projects of NHLBI-DIR researchers. These changes require alterations to an existing Leica SP5 two-photon microscope and the software which controls it. Only Leica Microsystems is authorized and has the proprietary knowledge to make these changes. In addition, changes made by any other company would void the service contracts we have in place to cover this microscope. Due to these considerations only Leica Microsystems will be able to conduct this upgrade and therefore this requirement should not be competed. Based on the market research there were no small businesses that manufactured this system. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 10 Center Drive, Building 10-Room 6N309, Bethesda, Maryland 20892. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing with size standard of 500 employees; the small business set-aside does not apply to this requirement. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-53 (August 4, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by September 3, 2011, 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
