- NASA/JSC has a requirement for a one year membership in the National ScienceFoundation (NFS) Center for Friction Stir Processing (CFSP). NASA/JSC intends to purchase the membership from the University of North Texas. The NFSCenter for Friction Stir Processing is a collaborative center between various university,industry, and government partners. Each university in the center has a specific area ofspecialty to meet the needs of the various industrial partners. The University of NorthTexas has the capabilities that are unique to the needs of NASA JSC. There is no othercollaborative center like it in the area of friction stir welding and processing.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon September 6, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
