- The Social Security Administration (SSA) intends to negotiate solely with Compuware Corporation, One Campus Martius, Detroit, MI 48226 for unlimited Millions of Instructions per Second (MIPS) capacity license upgrades, and associated maintenance for Government-owned Compuware z/OS mainframe software products under the authority of Federal Acquisition Regulation (FAR) 6.302-1 ?Only one responsible source and no other supplies or services will satisfy agency requirements.? SSA intends to establish a firm, fixed-price contract. The Compuware mainframe software includes Fault Management Suite (Abend-Aid), File & Date Management Suit (File-Aid), Hiperstation Suite, Interactive Analysis & Debugging Suite, and Strobe Suite. The Compuware distributed software includes Dev Enterprise, Client Vantage, Client Vantage Desktop Agent, Client Vantage Active Agent, Client Vantage Active Agent Script Developer, Network Vantage, Network Vantage Probe License, Gomez On-premises Base, Gomez Transaction Trace Analysis, Gomez Advanced Service Management, and Gomez Java and.NET Monitoring. The Compuware mainframe software is located at the National Computer Center (NCC) in Woodlawn, MD, and the Second Support Center (DSC) in Durham, NC. Compuware distributed software is on servers and workstations located at the NCC, the Program Service Centers, and the Disability Determination Service offices and at SSA?s program service centers nationwide. Upon completion of the National Support Center (NSC), SSA may license Compuware software for usage at this facility. The location for this facility has not been determined. Compuware is the only known source to the Government that is capable of providing unlimited software licensing and maintenance support for these proprietary software products. The period of performance shall be for 120 months beginning September 30, 2011. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A solicitation is NOT available. Therefore, written and/or verbal requests for copies of a solicitation related to this announcement will not be honored. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government.
