- NASA/HQ has a requirement for (1)FTK STANDALONE SOFTWARE MAINTENANCE AND SUPPORT;PRODUCT CODE #9000025, QTY- 30 EA; (2)FTK SMS 1-3 MONTH REINSTATEMENT FEE, PRODUCTCODE:900262, QTY-24 EA;(3) FTK SMS 3-6 MONTH REINSTATEMENT FEE, PRODUCT CODE:900043,QTY-24 EA; (4) FTK SMS 6 PLUS MONTH REINSTATEMENT FEE, PRODUCT CODE:900044, QTY-72 EA.NASA/HQ intends to purchase the Software Maintenance and Support from AccessData, becauseAccessData is the sole manufacturer of this software. Without upgrading the existinglicenses and addition of new licenses. NASA Office of Inspector General/Computer CrimesDivision would be forced to restart all cases in a difference analysis environment. Thiswould result in a loss of several man-years of time and funding. The authority is onlyone responsible source 10 U.S.C. 2304(c)(1) 'Only one responsible source'.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon September 09, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.[OMBUDSMAN STATEMENT IS REQUIRED] NASA Clause 1852.215-84, Ombudsman, is applicable.
