Description
The Corps of Engineers, Middle East District intends to solicit and negotiate a contract for unit price books and software training in support of its JOC Proposal Development System (JOCPDS) at its Kuwait and UAE Resident Office. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of the Federal Acquisition Regulation Subsection 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The source is The Gordian Group located at 140 Bridges Road, Suite E, Mauldin, South Carolina. The Gordian Group has expertise and experience in preparing JOCPDS which includes conducting market surveys to produce unit price books and software training and support tailored to MED's area of operations. Unit price books comprise of local material, labor, and equipment priced locally for various construction tasks. These books are converted into electronic form with software that aids users in the development of contract documents including construction task catalogs, technical specifications, and request for proposals (RFP). The software is customized to each Resident Office and used as a management tool by Program Managers and Engineers in the administration of construction projects from start to finish. Training for the software is provided onsite with continued technical support. A firm that can demonstrate that it can meet the requirements involved in a JOCPDS may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting documentation must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses will be evaluated; however, a determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. Disclaimer: This is a Request for Information (RFI) for market research and planning purposes. The Government will not compensate sources for any costs incurred in developing and submitting a capability statement or the Government's use of such information. By accepting a capability statement, the Government is not under an obligation to provide feedback to respondents with respect to any information submitted.
