Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITIONfor SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $100,000 (See FAR 13.106-1) Date: August 29, 2011PR Number: R1573110075 1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Item and Intended Use: Robotic Wildlife Decoys (elk and mule deer decoys) to be used in wildlife protection operations led by NPS law enforcement officers. The objective of such operations is to meet the NPS agency's mission to protect wildlife within the National Park Service system. The decoys must be realistic in order to "fool" potential illegal hunters. Decoys must also be designed and capable of withstanding being shot at with high powered ballistic rounds over a long period of time without excess degradation to the decoy and the robotic parts. In order to have successful operations, law enforcement officers will require the following approximate specifications relating to robotic wildlife decoys: Elk Robotic Decoy - Approximate measurements: 12" nose to eye, 32 " neck, 75" around the belly, 101" nose to tail. Body forms to be made from light polyurethane foam for easy transport in the field and to ease weight on robotic parts. Hide and eyes need to appear realistic. Hide should be actual animal hide from the same species that has been cured or tanned.The robotics should have a plastic housings specifically designed to store and holdall the components. For example, the decoy should use a Hi-Tec 755mg servo motor and aa hi-Tec transmitter and Receiver, on/off switch and "AA" battery box.The animal should have removable antlers with a square tubing system for easyRemoval, transport, and storage. The transmitter and receiver should be able to transmit up to a 1/8 mile (line of sight). Mule Deer Robotic Decoy - Approximate measurements: 8" nose to eye, 20" around the neck, 47" around the belly, and 67" nose to tail. Body forms to be made from light polyurethane foam for easy transport in the field and to ease weight on robotic parts. Hide and eyes need to appear realistic. Hide should be actual animal hide from the same species that has been cured or tanned. The robotics should have a plastic housings specifically designed to store and holdall the components. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: I am not aware, after conducting searches on the internet and speaking with other law enforcement agencies who use robotic wildlife in law enforcement operations, that a company other than Custom Robotic Wildlife, Inc is in existence which can produce the specialized items described above. In addition, a sole source letter was provided by Custom Robotic Wildlife, Inc. which states that they are a sole source for the specialized items listed above (see attached)Prepared by: NPS Special Agent Justin Ivary 4.
