- Description
- The USGS, Biological Resources Division, Western Ecological Research Center, Santa Cruz Field Station, has a requirement for forty (40) each, sea otter implant transmitters, advanced telemetry. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b) (1), to Advanced Telemetry Systems (ATS), Isanti, MN. ATS is the only known company that provides the type of equipment that is compatible with our current transmitters and telemetry equipment, and that meets the Federal permit requirements for abdominal implantation into sea otters. We have been using implantable VHF radio telemetry transmitters and receivers supplied by ATS for the last 15 years. Using telemetry receiving equipment other than that from ATS would require expensive and time-consuming captive animal trials to obtain pilot data with which to request a permit modification to allow different model of transmitter. Additionally changing instrumentation would also require purchase of new receivers and tracking gear. For these reasons, the only known source that can provide the required services is ATS. Other interested concerns having the ability to furnish these supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Governments only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency. Place of Performance: Santa Cruz, CA This notice and any resulting contract or order conforms to the requirements in place through FAC 05-53 (effective 4 Aug, 2011). All questions regarding this procurement shall be in writing, and addressed to Cheryl Fitch at cfitch@usgs.gov no later than 09/06/2011.
