Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. A11PS01521 herein cited will be procured under FAR Part 12, Acquisition of Commercial Items. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 05-51. The associated North American Industrial Classification System (NAICS) code for this procurement is 611710 with a small business size standard of $7.0 Million. This acquisition is a total small business set-aside. NOTE: THIS IS A SHORT LEAD-TIME DUE TO URGENT NEED Haskell Indian Nations University is seeking a contractor to serve as a Science Tutoring for Excellence Center(STEC) for the Research Initiative for Scientific Enhancement (RISE). The position will be to enhance learning and contribute toward retention of Haskell science majors by providing tutorial services in biology and chemistry courses. The tutor will also be integral in planning and delivering much of the Summer Science Academy, a grant sponsored activity designed for new and potential RISE Scholars by having them participate in scientific research labs and exposing them potential career opportunities through field trips to area working labs: General functions include:"Tutor undergraduate students in molecular and cellular biology, organismal biology and chemistry."Work with RISE team to develop and implement a Summer Science Academy, providing summer tutorials and field trip experiences over a four-week period."Maintain scheduled student tutoring times and attend Grant related meetings. SECURITY:Contractor is expected to successfully pass the Federal background clearance for a position designation of "non-sensitive low risk." Contractor will have access to sport facilities. Qualified contractors are requested to provide the following as part of their proposal: 1. A cost proposal for the period September 2011 through 31 August 2012 and one option year, September 1, 2012 and conclude on August 31, 2013. 2. Evidence of contractor's experience working on similar projects of this size and scope.3. Contractor's experience with post-secondary education, if any.4. Letters of support from contractor's previous clients and/or contracts. All of the above items must be included or the proposal may be rejected as nonresponsive to this solicitation. One copy of the proposal shall be provided to Janice Begay at the Acquisition Department, Haskell Indian Nations University, 155 Indian Avenue, Lawrence KS 66046 (must be hard copy, Haskell server will not accept large files for e-mail). Offer must be received no later than close of business Central Daylight time, September 9, 2011. Interested vendors will be required to register at Central Contractor Registration and get a DUNS number before award will be made to them. In addition to the above, an original signed and dated quote, accompanied with contractor's DUN number, and a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items, mailed to DOI-BIE Haskell Indian Nations University, Acquisition Department, Attention: Janice Begay, 155 Indian Ave, #5006, Lawrence, KS 66046-4800 or by email to janice.begay@bie.edu by close of business, Central Daylight Time, September 9, 2011. AWARD: Award will be made to the offeror whose quote conforming to the requirements herein will be the most advantageous to the Government, including price, past experience and past performance. Past experience will be weighted more heavily than past performance and/or price. The University reserves the right to award to other than the low priced offeror if another offeror is considered more qualified. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.
