Site Visit Reservation Form Solicitation Amendment Combined Synopsis/Solicitation (IAW FAR 12.603) FA5270-11-T-0056 - Access Control System This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. *Notice to offeror: Please see attached Performance Work Statement for providing, installing and maintaining an Access Control System located on Torii Station, Okinawa. Prepare price proposals in accordance with the terms stated in the Performance Work Statement. Also, it is mandatory to provide past/present experience installing and maintaining an Access Control System. A Past/Present Performance Data Form is attached. A site visit will be held 31-August-2011 at 3:00PM, Torii Station Okinawa, Japan. Contractors shall submit a site visit reservation form NLT 31 August 2011 11:00AM. All questions shall be submitted via the attached Question Form and submitted to the contracting office no later than 2 September 2011. The 18 Contracting Squadron at Kadena Air Force Base Okinawa Japan, intends to award a firm fixed price contract to provide an Access Control System to 1st Battalion 1st Special Forces Group (Airborn) BLDG 100 and BLDG 105. This requirement includes installation, service and maintenance agreement as indicated below: CLIN 0001 Access Control System with Installation (Period of Performance (POP): 29-SEP-2011 TO 30-SEP- 2012) CLIN 0002 Quality Maintenance Service (POP: 29-SEP-2011 TO 30-SEP- 2012) CLIN 0003 Emergency Service Calls (POP: 29-SEP-2011 TO 30-SEP- 2012) CLIN 0004 Reimbursable Items (POP: 29-SEP-2011 TO 30-SEP- 2012) Proposal Submission Information: Quotations are due by 31 August 2011, 11:00 am, Japan Standard Time. Royster Contracting Specialist laura.royster@kadena.af.mil Contracting Office Address: 18 CONS/LGCA UNIT 5199, BLDG 99 KADENA AB APO AP 96368 Evaluation of Responses: Award will be conducted and evaluated under the provisions of FAR Part 12, Commercial Items, and FAR 13.5, Simplified Acquisition Procedures. The responsible offerors must be registered in the Online Representations and Certifications (ORCA) database (available at: http://orca.bpn.gov/) system per FAR 52.212-3, and submit a completed copy of the Offeror Representations and Certifications - Commercial Items with their quote. Offerors must also be registered in the Central Contractor Registration database (available at: www.ccr.gov) per FAR 52.212-1. Lack of registration in CCR will qualify contractor as ineligible for award. All responsible sources may submit a quotation in response to this solicitation, which shall be considered. This solicitation is being issued as a Request for Quotation (RFQ), for a firm fixed type contract. The 18 Contracting Office at Kadena Air Force Base Okinawa Japan, intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government (best value). Number of Contracts to be Awarded The Government intends to select one contractor; however, the Government reserves the right to award no contract at all, depending on the quality of the proposals/quotes and prices submitted and the availability of funds. Rejection of Unrealistic Offers The Government may reject any proposal/quote that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost/price when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program. The following FAR provisions apply: 52.212-1: Instructions to Offerors, applies to this acquisition. Multiple offerors and awards are hereby deleted from this solicitation. All quotes must be for all items, as stated, partial quotes will not be considered. Award will be made to a single vendor. 52.212-2: Evaluation of Commercial Items applies. Addendum to Paragraph (a), the Government will award a puchase order resulting from this RFQ to the most responsive, responsible offeror whose offer represents the best value in terms of lowest price. The Government intends to enter into an agreement without discussions, nevertheless, the Government may communicate with an offeror in order to clarify or verify information submitted in its offer. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications Commercial, with their offer. FAR 52.212-3 can be downloaded from the Internet: http://farsite.hill.af.mil/. Offerors that fail to furnish the required representation information, or reject the terms and conditions of the solicitation, may be excluded from consideration. NOTE: CCR can be obtained by accessing the Internet, http://www.ccr.gov. The CCR number must be obtained before award can be made. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition, and specifically the following clauses under paragraph (b) are applicable: 252.225-7001 - Buy American Act and Balance of Payments Program; 252.232-7003 - Electronic Submission of Payment Requests, and 252.232-7010- Levies on Contract Payment.
