Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13.5, as applicable and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 1090216. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53, dated August 4, 2011. This acquisition is not set aside for small businesses. The appropriate NAICS code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing with a small business size standard of 500 employees. The purchase order awarded as a result of this RFQ shall be a firm fixed price. The FDA needs to purchase a quantity of 2 portable turbidimeters. Currently CFSAN has no turbidimeters for field testing. The turbidimeters are required to conduct fast and in situ detection of several bacterial pathogens when performing field testing during outbreak responses. Technical specifications are as follows:. Shall be capable of performing isothermal amplification;. Amplification shall be detectable in real-time;. Simultaneous measurements of change in turbidity;. Two blocks with 8 tube slots per block to control the reaction temperature and time independently and as a whole.. Turbidity measurement and recording at least every 6 seconds. Shall be closed system. Output shall include a visualization of the reaction in real-time manner (real-time curve); and. Software shall be Windows XP or equal The provision at FAR 212-1 Instruction to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-2 Evaluation - Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (1) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: i. Technical capability of the items offered to meet the Government's requirement; ii. Price. The government will award the purchase order to the lowest price technically acceptable quote. Technical acceptability will be determined by review of information submitted by the product/service quoted meets the Government's requirement. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure information is available, vendors must furnish as part of their proposal all descriptive material necessary for the government to determine whether the product/service meets the technical requirements. Quotes shall include technical specifications, descriptive material, literature, brochures and other information corresponding to each minimum required item, which demonstrates the capabilities of the offeror. The Provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition. An offeror shall complete only paragraph (b) if applicable, of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. The Clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to the clause. None. Offerors that fail to complete the required representations and certifications, or reject the terms and conditions of the solicitation may be excluded from consideration for award. An official authorized to bind the offer must sign the terms and conditions of the offer. Questions regarding this notice must be received no later than COB September 1, 2011. All responsible sources may submit an offer which if timely received, shall be considered. The offer must reference RFQ 1090216.
