Description
The Mission and Installation Contracting Command (MICC) Mission Contracting Office at Fort Hood, Texas (MCO-FH) is seeking qualified sources to provide Multi-Function Devices (MFD) on a cost-per-copy and flat rate basis for approximately 831 MFD (copiers). The requirement includes equipment, accessories, maintenance, repair/replacement, spares and supplies for these devices beginning on or about 1 November 2011. All performance will occur on Government property at Fort Hood, Texas. This is a Sources Sought Notice/Request for Information (RFI) - IT IS NOT A REQUEST FOR PROPOSAL. Responses to this RFI will not be considered offers and cannot be accepted by the Government to form a binding contract. This RFI is for market research purposes only. Information gained from this search will assist the Government in the formulation of an acquisition strategy, identifying qualified businesses that possess the resources and capabilities to perform a requirement of the type and size identified here: 831 copiers ranging from Volume Bands I through VII, Black and White and Color. A typical example would be 30 VB III capable of producing 5,000 to 15,000 copies per month; 30 VB IV color capable of producing 5,000 to 30,000 copies per month; VB VII color capable of producing 100,000 to 500,000 copies per month. Work requirements will include providing all equipment, labor, transportation, parts, and consumable supplies (except paper, staples and binding tape) necessary for operation of multi-function devices, and require installation, de-installation, (during turn-in inspection/removing equipment), maintenance, repair, and/or replacement, training, and diagnostic service calls. A draft copy of the PWS is available upon request. The Government anticipates competitively sourcing this requirement and awarding a single contract to the vendor whose bid/proposal represents the most cost effective solution and meets the minimum technical requirements stated in the Performance Work Statement (PWS). The estimated date for contract award for this service is on/about 1 November and will include a minimum 45 day phase-in period. The contract will include a base period of performance (12 months) plus four 12-month option periods. Responses to this RFI must include a narrative summary demonstrating the firm's ability to perform the requirements stated above; submitted material shall be no more than 10 pages in length, single spaced, utilizing a 12-point font. A generic marketing capabilities statement is not acceptable and will not give the Government the level of detail it seeks in making a determination of industry practices and standards. It is recommended that documentation submitted address the company's primary core competencies, its technical ability to complete the project, past and present relevant work experience (description, size and complexity of work involved, name of customer, duration of contract performance, contract value, and POC contact information). If your company is a GSA Federal Supply Schedule contract holder, include your contract number, Special Item Number (SIN), and the expiration date of that contract. Provide an example of pricing (GSA and open market accepted for the purposes of this RFI); indicate how much start-up time would be needed to mobilize to full performance and the delivery time of equipment to the site. DO NOT submit any proprietary information when responding to this RFI and be advised that no information submitted will be returned. Preparation and submission of information in response to this Notice is completely voluntary, and shall not constitute a fee to the government.
