This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W81K04-11-T-0038 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation and is issued as a request for quote (RFQ). In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-52 (effective 31 May 2011) and Defense Federal Acquisition Regulation Supplement (DFARS), change notice 20110623. It is the offerors responsibility to be familiar with all applicable clauses and provisions. In accordance with FAR 13.501, the Government intends to award a sole source contract for a one year subscription and license that provides web-based full-text content access to the Natural Standard complementary and alternative medicine and therapy information resource database. The associated NAICS code is 519130 and the size standard is 500 employees. This procurement is being solicited as firm-fixed price and will be processed under FAR part 13, Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items. Requirement Summary Headquarters U.S. Army Medical Command Libraries requires a subscription and site license that provides web-based access by IP authentication to the Natural Standard website as well as access by a mobile hand held device. The period of performance will be 29 September 2011 thru 28 September 2012 without option periods. Statement of Work 23 March 2011 HQ, U.S. Army Medical Command Libraries Army Medical Dept - Medical Library & Information Network (AMEDD MEDLI-NET) For Subscription to Natural Standard 1. General: Subscription providing Web-based access to the Natural Standard complementary and alternative medicine/therapy information resource database. 2. Background. This Web-based collection of databases for clinicians and researchers provides authoritative information that is evidence-based, consensus-based, and peer-reviewed source for complementary and alternative therapies. This information resource is especially critical due to patients' increased usage of dietary supplements, herbs, and vitamins and potential adverse interaction with their prescribed medications. This information is impartial, based on a comprehensive review of the scientific evidence and expert opinions. It is then incorporated into comprehensive monographs designed to facilitate clinical decision making. All monographs undergo blinded editorial and peer review prior to inclusion into this products databases. 3. Objectives. 3.1. The contractor shall provide the U.S. Army Medical Department multiple, simultaneous (IP authenticated and/or password) access to Natural Standard via the Internet/World Wide Web. 3.2. The contractor shall ensure an Internet browser, such as Microsoft's Internet Explorer, Foxfire, or Netscape, enables the U.S. Army Medical Command sites/authorized users to search and retrieve synthesized, authoritative complementary and alternative medicine content. This information resource is comprised of the following databases: * Foods, Herbs, and Supplement * Health and Wellness * Comparative Effectiveness * Medical Conditions * Brand Names * Interactive Tools 3.3. Evidence-based validated grading rationale adapted from the U.S. Public Health Service-U.S. Preventive Services Task Force reflecting the level of available scientific evidence in support of the efficacy of a given therapy for a specific indication. 3.5.2. Monographs include foreign articles translated into English for thorough coverage of adverse effects. 3.5.3. Monographs of varying reading levels to accommodated professionals and consumers. 3.5.4. English and Spanish searchable and printable patient handouts. 3.5.5. Regularly updates with renewed searches every 3-18 months. 3.5.6. Content coverage includes adverse effects, precautions, contraindications, interactions, dosing/toxicology, mechanism of action, pharmacodynamics/kinetic information, and condition databases. 3.5.7. Data extraction and analysis performed by health care professionals. 3.5.8. Blinded reviews of monographs conducted by multidisciplinary research/clinical faculty at major academic centers. 3.5.9. Evidence tables rating each clinical trial for quality and associated limitations. 3.5.10. Accessible to the U.S. Army Medical Command users 24 hours a day, 7 days a week. 3.5.11. Access to these Natural Standard products are protected by IP address authentication or password. 3.6. The contractor shall ensure users shall be able to: 3.6.1. Print citations or, when available, full-text systematic reviews/monographs. 3.6.2. Download citations or, when available, full-text reviews/monographs and other content. 3.7. The contractor shall provide the Medical Command (MEDCOM) a technical contact for this contract and user training through online webinars. 3.8. The contractor shall provide monthly usage reports compiling the number of user sessions, searches, and usage of full-text content. 3.9. Government. 3.9.1. The Government libraries participating in this contract which will be accessible to their users via IP authentication or user IDs/passwords assigned to their site. Internet/Web/PDA access is available 24 hours a day from MTFs (via IP authentication) as well as from remote locations (home, office, TDY) via user name and password. 3.9.2.
