Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. Solicitation VA-244-11-RQ-0451 is issued as a request for quote (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The procurement is being issued as a small-business set aside under NAICS code 333912, size standards in number of 500 employees. Service Description “ Replacement of existing triplex liquid ring compressor unit for Medical Air System: CLIN 0001: Contractor shall provide all labor, equipment, tools and supervision necessary to remove existing Medical Air System and replace with a new brand name or equal system, as identified below. The system is located at the Wilkes-Barre Veterans Affairs Medical Center (WBVAMC), 1111 East End Boulevard, Wilkes Barre, PA 18711. New unit shall be installed to existing medical air piping and dryer system in accordance with all applicable codes and regulations. Contractor must perform required certification of medical gas piping. Contractor shall perform all work Monday through Friday between the hours of 4:00pm and 12:00am EST. All proposals shall consider the following to be provided by the contractor. Contractor shall remove the existing medical air system. Contractor shall install new unit to the facility ™s existing medical air piping and dryer system, in accordance with all applicable codes and regulations. Contractor must provide required certification of medical gas piping. Contractor shall provide premium labor rates as to avoid hospital procedure interruption`s. The primary working hours will be from 4:00pm EST to 12:00AM EST, Monday through Friday, excluding Federal holidays. The possibility of schedule fluctuations may arise if in the case of a late hospital procedure needing the medical air system arises. Contractor shall install local and remote malfunction alarm notification. Contractor ™s system capabilities shall be able to communicate with existing facilities management system (Johnson`s METASYS). Contractor shall provide facility with three copies each of manufacturer`s manuals, documentations, schematics and prints along with providing manufacturer start up and maintenance staff training. Contractors are reminded to take into account when submitting proposals that this system will not have a dryer unit as the contractor is to use the facility ™s existing dryer for the system application. All pricing is based on the using of the existing electrical services, intake and supply piping and existing master wiring. The items called for by this RFQ has been identified by a brand name or equal description, such identification is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristics of product that will be satisfactory. Equal products (including products of the brand name manufacturer other than the one described by brand name) will be considered for award if such products are clearly identified in the offer and are determined by the Government to meet fully the salient characteristics requirements listed in the RFQ: Beacon Medaes unit, Model Number: SAS15T-200V-T-DY-BPS. Only new (no used/refurbished/surplus) products with full manufacturer warranty will be accepted. Performance must be completed within thirty (30) days from date of award. Work must be performed during after normal business hours to avoid hospital procedure interruptions. A site visit was held on Friday, August 26, 2011 at the Wilkes-Barre, PA VAMC. The following are questions and answers from the visit. The Question and Answer Addendum: Q. Are the entire systems for the Medical Air and Medical Vacuum being replaced? A. Yes, it will be a complete installation and removal. Q. Can pictures of the existing system be taken? A. Yes, as long as they are just of the equipment. Q. Are there drawings available? A. No Q. How much of a distance shall be maintained around existing units? A. 30-36 inches Q. Do you want the equipment that is being replaced to be hauled away? A. Yes, we do not want any of the equipment that is being removed. Q. How much time can you give to complete this project, given the fact that the Medical Air and Medical Vacuum services will be interrupted and/or not available? A. Off hours, at least over a weekend. Q. How many operating rooms are there in the facility? A. Four Q. Is there another temporary location for set up that would allow for a remote preparation and then a complete tie in? A. No. Q. Where the existing systems stand at now, it that the only spot for the performance of work? A. Yes. Q. Have there been problems with the existing systems? A. Yes Q. Of the three Medical Air pumps, which is the most effective? A. Number 2. Q. You are requesting a brand name or equal specification of a Beacon Medaes unit, Model Number: VHSO7T-200V-T_D. Where did you get the model number from? A. Sherman Engineering. Q. Is that the company the currently services the medical air and medical vacuum systems? A. Yes Q. Sherman does not want anything to do with the new install because they are not here? A. Not sure, they are not here. Q. Do you have an electrician on site at your facility? A. Yes, but we utilize Carney electric to provide electrical services to the medical air and medical vacuum systems. Q. Who handles all of the alarms down here in the boiler/pump room? A. Our Biomedical Engineering Department, Joe Pellicano is the chief. Q. What is your existing facilities management system? A. Johnson Controls Q. Are all of the alarms on back-up generator? A. Yes ADDENDUM TO FAR 52.212-1 INSTRUCTION TO OFFERORS -- COMMERCIAL ITEMS (JUN 2008) The Clarification Addendum: This addendum is hereby issued to clarify the solicitation closing date. The original solicitation closing date was Wednesday August 31, 2011. The new solicitation closing date will be Thursday, September 15th, 2011 at 12:00PM EST.
