Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. (iii) This solicitation is a total small business set-aside, NAICS 541511, Custom Computer Programming Services, with a small business size standard of $25 Million. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and technical factors considered. Marsh-Billings-Rockefeller (MABI) National Historical Park, 54 Elm Street, Woodstock, VT 05091 has a requirement/need for the development of a smart phone mobile application that visitors may use to effectively navigate a self-guided walking tour of Woodstock, VT. The purpose of the application will be interpretation of the Vermont home front during the Civil War. The smart phone mobile application will highlight 16 to 20 historical sites in Woodstock, VT and will use audio, text, and static imagery as content for each sight. Vendor will work with MABI staff and a professional historian to design and implement the application and make it available to the public. Please refer to the attached Statement of Work for deliverables and detailed specifications. (v) LOCATION: Marsh-Billings-Rockefeller (MABI) National Historical Park, 54 Elm Street, Woodstock, VT 05091.(vi) SCHEDULE of SUBMISSIONS: Four (4) invoices may be submitted, after successful milestone completion (see Statement of Work for milestones).(vii)SCHEDULE: The period of performance will be 365 days from date of award. (viii)DOCUMENTS TO BE INCLUDED IN QUOTE: Offerors must include all 7 items (and sub-items) listed below in their quotation package. Failure to do so may render the bid non-responsive.1.Qualifications and experience of contractor and/or each individual contributor. The proposal must include:a.A list of the people who will be working on this project, their specific roles and duties and a percentage of time each will be contributing to the project. b.A description of each person's qualifications and an explanation of how these skills and abilities will be used to complete this project. The project manager must be clearly identified along with information on the role of the project manager.c.The company must have at least two full years of hands-on experience developing smart phone mobile applications and at least one year of experience developing iPhone mobile applications. d.At least one member of the team must have demonstrable experience in two or more of the primary programming languages (i.e. Java, Objective C, Python, PHP, C++).2.A minimum of 3 samples and descriptions of previous smart phone mobile applications, including at least one application that is currently available in the App Store. At least one of these mobile applications must be comparable in scope and price to this project and do the following:a.Use a zoomable map to navigate a walking tour for the purpose of historic site interpretation/education. b.Use photographic imagery and audio clips for the purpose of historic site interpretation/education. c.To submit samples, bidders should provide links to mobile applications that are free to download from the App Store. For mobile applications that require a fee to download, bidders should provide a Quick Time video that shows the navigation of the mobile application.3.Bidder must provide contact information for 3 references for which the bidder has developed smart phone mobile applications, including business name, physical address, mailing address, contact person for the client including phone number, email address, type and time frame of service. These contacts must be clients for whom the bidder has provided similar services and products in the same price range. The clients must be satisfied with the services and products provided by the bidder in order to be considered.4.Written proposal that demonstrates a clear, comprehensive understanding of the project's purpose and addresses all items in the scope of work. This proposal must include a written description of the bidder's general approach or method for completing this project (at least 2 pages in length). The general approach must have enough detail for evaluators to determine the mobile application's orientation and content with respect to the purpose stated in Section II of the Statement of Work, and scope of work stated in Section III, also in the Statement of Work; and creativity and clarity in presentation.5.Price proposal and proposed schedule: the schedule must describe tasks and duration, and provide a realistic representation of the project requirements and time for review.6.Proof of CCR registration.7.Name, phone number, and address of your point of contact. (ix) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A technically acceptable business will meet or exceed the following criteria:1.The offeror shall demonstrate at least two (2) to five (5) years of successfully completing smart phone mobile application development services for walking tours at the scale and scope relevant to this project.2.The offeror shall have at least one mobile application available in the AppStore.3.The offeror shall have built application(s) involving site interpretation/education through zoomable maps, static imagery and audio recordings.(x) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(xi) FAR provisions/clauses listed below apply. STATEMENT OF WORKMarsh-Billings-Rockefeller National Historical ParkCivil War Home Front Walking Tour of Woodstock, Vermont Smart Phone Mobile Application BackgroundI. DESCRIPTION OF PROJECT Marsh-Billings Rockefeller National Historical Park (MABI) located in Woodstock, Vermont seeks a contractor to develop a smart phone mobile application that visitors may use to effectively navigate a self-guided walking tour of Woodstock, Vermont for the purpose of interpreting the Vermont home front during the Civil War. In Woodstock, Vermont sites associated with the Underground Railroad, abolition, the free African-American community, the Union war effort in Vermont, the Lincoln Administration, the 54th Regiment, and post-war social change are preserved within an extraordinarily intact setting. Furthermore, Marsh-Billings-Rockefeller NHP preserves resources associated with George Perkins Marsh, who represented the Union cause on the international diplomatic front, and Frederick and Julia Billings, who worked to rebuild the vitality and sustainability of Vermont's rural population when it had been depleted by war losses and agricultural collapse. The smart phone mobile application will highlight 16 to 20 historical sites in Woodstock, Vermont and will use audio, text and static imagery as content for each site. The contractor will work with MABI and a professional historian (to be hired by the park under a separate contract) to design and implement the application and make it available to the public. This solicitation is intended to generate cost proposals for the development of a smart phone mobile application. A smart phone is a high-end mobile phone that offers more advanced computing ability and connectivity than a contemporary feature phone. For this RFP, the Civil War Home Front Walking Tour of Woodstock, Vermont Application will be used on an Apple iOS iPhone. Interested parties should submit a quote to develop an Apple iOS iPhone. A single award will be made to the lowest priced technically acceptable quote based on the minimum qualifications and required experience stated in Paragraphs xiii and ix of the solicitation. II. PURPOSE The purpose of this project is to develop and launch an interactive smart phone mobile application that interprets the Woodstock home front during the Civil War. The National Park Service received a directive from Congress to "conduct a study to improve interpretation of Civil War home front themes, at Marsh-Billings-Rockefeller National Historical Park" (Conference Report H.R. 109-188 attached to the FY06 Interior Appropriation Act). The project will respond directly to the congressional mandate by providing an interpretive tool to widely and easily disseminate historical research and narrative to the public. This project will present a unique opportunity to interpret the Civil War from a fresh perspective, outside the battlefield. This study is identified as a high priority in the park's Comprehensive Interpretive Plan and implements Director's Order 75A on Civic Engagement. These efforts will encourage a broader examination and dialogue on the causes and consequences of the war, the nature of a democracy and the role of compromise and tolerance in maintaining civil society. III. SCOPE OF WORK The contractor will build a smart phone mobile application to be used as a self-guided walking tour of the Civil War home front in the town of Woodstock, Vermont. The application will run on Apple iOS iPhones. The principle features of the mobile application will include, but are not limited to, the following basic functions: 1.A zoomable, touch-sensitive map view showing the location of 16 to 20 historical sites within the town of Woodstock, Vermont (the map imagery will be provided by the park). The historical sites will include, but are not limited to: Entrance to Billings Farm Museum, Top of Billings Hill, Billings Bridge, Collamer House, Congregational Church, Mellish House, Tribou Park, Hutchinson House, Gillingham's Store, Woodstock Historical Society, Whitney House, Windsor County Court House, the Green, Peter Washburn House, River Street Cemetery, and Marsh-Billings-Rockefeller Mansion.2.Content view showing multiple pieces of content for each of the 16 to 20 historical sites including:a.Written text: 1 to 3 paragraphsb.Audio recordings: approximately 2-3 minutes eachc.Photographic images: up to 5 photographic images per site3.View showing suggested tour route(s).4.Introductory content (audio, text and photographic imagery) at application launch to set the stage and introduce historical context.5.Links to external, related content.6.Simple, web based content management system to add or delete content.7.User-interface that is customer-friendly, easy to use, intuitive and visually enticing.8.Graphic style that incorporates standardized visual elements of the NPS Graphic Identity Program (www.graphics.nps.gov)9.The final product must be Section 508 compliant as specified at http://section508.gov/index.cfm?fuseAction=stdsdoc 10.A final version of the smart phone mobile application that is submitted, accepted, and approved to the App Store (a place where customers purchase mobile applications for their iPhone). MABI and its designated historian will provide the photographic content, script and text for the mobile application. The contractor will coordinate with the historian to record the historian reading the script, edit the recording, and provide the deliverables stated below. The user interface should be customer-friendly, easy to use, and intuitive. All work will be conducted under this single contract. MABI will be the sole owner of the application, including its namesake, and code base. Upon completion of the project all source code will be provided to MABI that will allow for ongoing maintenance as needed. All data and source code will be transferred to the government according to Federal Acquisition Regulation Clause 52.227-17. IV. DELIVERABLES The contractor will provide the following deliverables: 1.User experience document (pdf) defining each view of the application, its content, and its interactions.2.A functional version of the specified applications for testing purposes. This prototype will be tested by the park to review features, report bugs and make change recommendations.3.Edited audio recordings of the park's designated historian reading the script. Each final narration will be 2 to 3 minutes per historic site.4.A final version of the smartphone mobile application submitted, accepted, and approved to the App Store. 5.The final submittal includes all information needed for approval into the App Store (a place where customers purchase mobile applications for their iPhone). The public will be able to download the mobile application free of charge from the App Store. 6.Upon completion of this project, the government will own and maintain the mobile application. All data and source code will be transferred to the government. V.PERFORMANCE DATES September 30, 2011 through November 1, 2012 VI.
