Description
The VA Medical Center, 921 N.E. 13th Street, Oklahoma City, OK intends to make an award on a sole-source basis to the Reverend Robert L Harmon for the following service: Messianic Jewish Chaplain Services. Reverend Harmon is the only known source for Messianic Jewish ministry acknowledged by the Chaplaincy of Full Gospel Churches capable of meeting the VA Medical Center Oklahoma City's needs. The Government anticipates award of a firm-fixed price for a 12 month period. At a minimum the contract chaplain shall meet the following qualifications: "All qualifications standards of VA Handbook 5005 Part II Appendix F1 and VHA Handbook 1111.02. "Ecclesiastical Endorsement dated within 12 Months from federally recognized Endorser authorized to endorse for Messianic Jewish ministry. (Chaplaincy of Full Gospel Churches) "A Masters of Divinity Degree "A Minimum of two units of ACPE accredited clinical pastoral education "Two years experience as a chaplain within a hospital environment Contract Rate: $ 24.00 per hour fixed rate for contract duration NTE $50,000. The Performance Schedule: "Tour of Duty: the contractor shall assigned 8 to10 hours per day, generally occurring between 6:30 am to 5:00 pm, 4 to 5 days per week for a total of 40 hours per week. On days when assigned work hours equal to or exceeding 5 total hours of work the contractor will be assigned a 30 minute uncompensated break time. Actual tour of duty will be scheduled in advance based upon the requirements of the Chaplain Service as determined by the Chief, Chaplain Service, and will include Sundays, possibly Saturdays, and holidays. "On-call duty: the contractor shall participate in the department on-call assignments. Compensation shall be paid only for those times when the contractor is actually called back to the work site. When the contractor is called back to the work site they will receive the regular hourly rate of $24.00. If called back, the contractor shall be paid for no less than a minimum of 2-hours. "Sunday Worship Services: The contractor shall be assigned to conduct Sunday worship services which will be included in the hourly compensated rate of $24.00 per hour. A background investigation shall be required and will be completed by the VA. The contractor is required to receive/attend mandatory orientation to the position and the Medical Center. Central Contractor Registration is required to receive any award. Contractors can register electronically at http://www.ccr.gov. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Release of solicitation approximately August 29th, 2011. Offers and related materials must be received in this office by 12:01 p.m. CST on September 01, 2011. Period of Performance is 1 Year (12 months) to begin approximately 04 September, 2011.
