Description
AMENDMENT #2: The purpose of this amendment is to provide answers to questions. As a result of this amendment, the RFQ response date is extended to 2 September 2011. Questions and answers are as follows: Question #1 - How many body armor kits will be needed per each of the four (4) listed locations? San Francisco - 12 kits;Chicago - 8 kits;Atlanta - 9 kits;Washington - 27 kits. Question #1 - Will all of the officers be available at one time per location for body armor sizing or will multiple trips be required by the successful offeror to each site listed? Multiple trips may be required. END OF AMENDMENT #2. AMENDMENT #1: The purpose of this amendment is to provide answers to questions. This amendment does not extend the RFQ response date. Questions and answers are as follows: Question #1 - Can body armor sizing be done at one (1) location? No. Body armor sizing will done at each of the four (4) locations listed in the RFQ. Question #2 - Can items be shipped to one (1) location? No. Items shall be shipped to each of the four (4) locations. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Request for Quest (RFQ) document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. The applicable North American Industry Classification System (NAICS) code is 315999 with a small business size standard of 500 employees.On behalf of the U.S. Environmental Protection Agency (EPA), Office of the Inspector General (OIG), the Office of Acquisition Management (OAM) intends to award a purchase order for FAV MK II Enhanced Tactical Outer Carrier Kits for OIG agents across the country. The successful offeror shall meet the requirements set forth in this RFQ. Any interested offeror that believes it is capable of meeting the EPA's requirement as stated herein may submit a written quote, which if received by the response date of this announcement will be considered. Quotes shall be firm-fixed-price and include all associated taxes, fees, and freight charges. Quotes will be evaluated on a lowest-price technically acceptable basis. Responses to this posting must be in writing and are due by 12:00 PM ET, 30 August 2011 to Stefan Martiyan, Contract Specialist, at martiyan.stefan@epa.gov. Ballistic panels must be interchangeable to Low Vis, Low Pro, and Tactical Carriers. In addition, the scope includes full replacement warranty and customer support necessary to account for the delivery and tracking of all kits purchased. The successful offeror will be responsible for individually sizing sixty-seven (67) agents in Atlanta, GA, Chicago, IL, San Francisco, CA, and Washington, D.C. The successful offeror must supply a letter of coverage up to $25 million. GENERAL REQUIREMENTS The custom FAV MKII Kit shall meet the technical specifications stated in this RFQ and shall include the following items. The items must be exact match only. + PROTECH? FAV MKII Enhanced Outer Carrier Color must be black, in a large/regular size, where the wearer has 647.09 inches squared (in?) (total area) of front, back, side, and shoulder ballistic panel coverage. Item must have covert external carrier compatibility, an internal panel insertion system, a Grip-Lock Integrated suspension system, integrated magazine pouches, and a detachable dual weapon retention system located on both shoulder areas of the front of the carrier, sewn on MOLLE attachment system, a detachable MOLLE tactical pouch selection, officer extraction rescue strap, radio wire channel, radio microphone tabs, MOLLE Velcro Loop for Identity attachment, and shoulder mounted D-Rings. + FAV Low Profile Enhanced External Carrier Color must be black, in a large/regular size, offers the wearer 580.81 in? (total area) of front, rear, and side ballistic panel coverage. Item must have covert tactical carrier compatibility, an internal panel insertion system, a detachable Sliding Tac-Loc Internal Cummerbund Retention System, a detachable Grip-Lock Integrated suspension system, detachable 10.5" x 6" MOLLE attachment platform, detachable MOLLE tactical pouch selection, officer extraction rescue strap, radio wire channel, radio microphone tabs, and a Velcro loop for identity attachment. + FAV Low Vis Enhanced Covert Carrier Color must be black, in a large/regular size, offers the wearer 580.81 in? (total area) of front, rear, and side ballistic panel coverage. Item must be able to use the same armor panels within external carriers (FAV-LP) and tactical carriers (FAV-MK II), an internal panel insertion system that includes a horizontal Velcro hook and Loop attachment system, a detachable Sliding Tac-Loc internal cummerbund retention system, and a Grip-Lock integrated suspension system. + Level IV Armor Piercing Rifle Plates Boron Carbide/Polyethylene Materials, 9.50" x 12.50" (size), 1" (max thickness), 5.6 lbs, 119 in? (total area) of ballistic coverage. Plates will be military cut, a military style angled cut into both top corners of the rifle plate that that is more significant that typical slightly clipped corners. The Armor Piercing Rifle Plates must be NIJ 0101.04/2005 requirements. The plates must defend against a 7.62 x 63 millimeters (mm) 166 grams (gr) AP (30-06) (M2 AP). + Female Inserts. + Six (6) Pouch Set Pouches Must be adaptable to MOLLE system with snaps. + Protech Tactical Carry Bag. + 1" FEDERAL AGENT, 1" embroidery FEDERAL AGENT (color - reflective silver). + 2" EPA, 2" embroidery EPA-OIG, FEDERAL AGENT (color - reflective silver).
