Description
The NATO Consultation, Command and Control Agency (NC3A) intends to conduct a Limited Competition in relation to the provision of CIS support for NATO forces in ISAF. The estimated cost for the services and deliverables included within the basic scope of the intended contract is Euro 9,901,509. The reference for the RFQ is RFQ-CO-13305-OPL. The Department of Commerce will be using the same reference. The Limited Competition will follow the Alliance Operations and Missions (AOM) International Competitive Bidding (ICB) procedure. The contract shall be awarded on a lowest price, technically compliant basis. It is planned to place a single contract for the entire scope of work. No partial bidding shall be allowed. The technical specifications applicable to the bidding and the contractual documents are NATO UNCLASSIFIED. Prospective bidders should be aware, however, that for performance of the contract, contractor personnel will be required to hold a security clearances to the level of NATO SECRET. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to NC3A the NATO clearance certifications for all personnel assigned to the contract. SUMMARY OF REQUIREMENTS Background The scope of the project for provision of secure HF radios and ancillaries in support of police operational mentor liaison team (POMLT) expansion is to provide mobile CIS capabilities to POMLTs in Afghanistan. The POMLTs provide coaching, mentoring, liaising, and supporting of operational planning and employment of Afghan National Police (ANP) units to which they are aligned, in order to support the development of a professional, effective, and self-sustained police force in Afghanistan. Operational Objective To provide ISAF Joint Command (IJC) with the ability to exercise operational oversight. To assist the POMLTs in the Regional Commands Area of Operations to cope with their activities. To provide a mobile secure communication HF capability to the POMLT teams at battalion/district level who have a requirement to support-conduct mobile operations. POMLTs will need to be able to communicate with either subordinate or higher POMLTs as well as HQs in the NATO chain of command. The mobile POLMT teams will be traveling together with or shadowing the respective ANP unit while operation through the country. While deployed, the POMLT units will need to talk securely between each other and back to their garrison. Scope 125 portable HF radio kits, consisting of: - 1 x portable HF secured radio, crypto fill cables and key loaders - Ancillaries to include man-pack specific ancillaries and battery chargers - Backup batteries and spares, as well as support arrangements, to facilitate effective functions for tactical operations (charging, carrying pouch, belt fixation, etc.) 25 fixed HF stations for the Regional and Provincial POMLT levels. This fixed solution will be based on the mobile version of the equipment defined above, plus the associated Radio kit ancillaries for fix stations, to include appropriate outdoor units and mounting kits, antenna systems, desk mounting kits, and high power amplifiers. Functional Requirements The HF equipment shall support the following requirements: - Secure and unsecure communications - Encrypted communication, with crypto equipment able to operate up to and including NATO CONFIDENTIAL level - It shall be interoperable, in unsecure mode, with the HF equipment used by non-POMLT entities (e.g., ANP) - Allow for mobile operations on the move via man-pack configuration for up to eight days independently. - It shall allow the user to operate the system and prepare the equipment with primary secure functions by reference to the provided user documentation, crypto handling procedures, and training. Environmental Requirements The equipment will be suitable for military use in the Afghanistan territory (harsh and dusty environment). It should be of a ruggedized nature and, as much as possible, of a military specs type. It will be able to withstand shocks, hits, direct sunlight, dust and sand, and be waterproof. Ergonomic Requirements The HF sets are to facilitate effective functions for tactical operations (charging, carrying pouch, belt fixation, etc.) while in use in a soldier delivered/mounted capability. ILS Requirements Testing and Training: Initial Testing and Training will take place in Europe. Documentation: Documentation will be required for HF operation. Contractor Logistics Support: During the first year of the project, contractor logistics support will be required, including troubleshooting, help desk, repair, and minor change requests. After the first year of the project, the contractor logistics support shall be limited to maintenance and repair services, consisting of repair/replacement of faulty items and software revisions and maintenance. Warranty: Warranty shall commence from Final System Acceptance (FSA) in Theatre and is to be valid for a minimum of one year. Delivery: Delivery will be required within 12 months from EDC. Shipment will be to NAMSA Capellen Luxembourg. NATO will provide transportation of equipment to Afghanistan. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this ICB procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. Only facilities located in NATO member nations may participate in NATO ICB. The U.S. Department of Commerce approves facilities that are located within the United States. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. Using the contact information indicated on the DOE, the NATO contracting agency will contact the firm directly when the RFQ has been issued. IMPORTANT DATES: Request DOE (and, for firms new to NATO ICB, submit completed NATO ICB application) no later than September 06, 2011 RFQ planned to be issued by 30 September 2011 Bid Closing planned for 31 October 2011 Contract Award expected to take place November-December 2011
