Description
Special Notice 11-SN-0027 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Office of Naval Research (ONR) intends to issue a cost plus fixed fee contract award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 01 October 2011 to Woods Hole Oceanographic Institution (WHOI), Woods Hole, MA, under Contract Number TBD. The period of performance will be 12 months with three options for twelve, twelve, and six months respectively. WHOI shall support Phase II of the Ocean Class (OC) Navy Oceanographic Research Ship(s) (AGOR) detail design, construction and delivery. Phase II shall commence with the down-select to a single shipyard/design team from Phase I, and the award of a shipyard contract for detailed design and construction of the lead ship (AGOR 27), with an option for one follow-on ship (AGOR 28). WHOI will provide expert technical advice and associated support during detail design and construction; assistance with inspection and quality control during construction; and direct support for trials, orientation, crew training, ceremonial events, and delivery of the OC AGOR vessels. In addition, WHOI shall assist with planning and preparation for Phase III Post Delivery Activities. ONR intends to award this requirement as a sole source to WHOI because as the sole operator of AGOR 27, WHOI is the only source qualified to provide advice and assistance related to future employment and operations of AGOR 27 during the design, construction and pre-delivery activities. WHOI was previously selected under an ONR merit-based competition to operate AGOR 27, subject to the Government's decision to exercise an option for construction of the vessel. The North American Industry Classification System (NAICS) code for this requirement is 541330 (Engineering consulting services) with the size standard of $4 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
