- A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZONE, 8A, or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The proposed project is for the Design and Construct Two (2), Four-Story, 264-Person Unaccompanied Enlisted Personnel Housing (UEPH) Barracks at Fort Campbell, KY. Buildings will be of permanent construction with a total gross square footage (SF) not to exceed 208,961 SF. Sustainable Design and Development (SDD), Energy Savings features, Department of Defense (DoD) Antiterrorism Standards for Buildings, building information systems, fire protection and alarm systems, and connection to energy monitoring and control system (EMCS) are required. Supporting facilities include the demolition of 13 on-site, multi-story buildings, totaling approximately 425,000 SF, having masonry exterior walls, interior wood framing, partial basements, and low-slope built-up roofs. Other supporting facilities include tree removal and grading, paving, walkways, curbs and gutters, Low Impact Development (LID) storm water management systems, extension of utilities to serve the project, and other general site improvements. Strict compliance with Leadership in Energy and Environmental Design (LEED) Silver requirements also applies. Contract duration is estimated at 650 calendar days. The estimated cost range is between $25,000,000.00 and $100,000,000.00. NAICS is 236220. All interested Small Businesses, certified HUBZONE, 8A, or Service Disabled Veteran Owned Business contractors should respond to this survey by email 12 September 2011 by 12:00pm Eastern Standard Time. Responses should include: (1) Identification and verification of the company's small business status. (2) The level of performance and payment bonding capacity that the company could attain for the proposed project. (3) Descriptions of Experience - a. Projects similar in scope to this project include: Projects considered similar in scope to this project include residential dwellings or military barracks that are three stories or greater in height. b. Projects similar in size to this project include: Projects considered similar in size to this project include new construction of building structures in excess of 100,000 square feet. c. Projects similar in complexity to this project include: Projects considered similar in complexity include new residential building construction projects that require significant building demolition, reclamation/recycling of demolished building materials, utility connections, compliance with LEED Silver requirements, compliance with enhanced storm water protection requirements, and compliance with multi-story progressive collapse requirements. (4) A statement of the portion of the work that will be self performed on this project, and how it will be accomplished.
