Description
Please note that this Solicitation/RFQ VA-243-11-RQ-0608 REPLACE previous Solicitation/RFQ VA-243-11-RQ-0530 for High Voltage Maintenance that was posted on www.fbo.gov on August 5, 2011. The Department of Veterans Affairs, VISN 3 Network Contracting Activity program is currently seeking Service Disabled Veterans Owned Small Business (SDVOSB) firms only with the ability to provide High Voltage Maintenance Services for the VA Hudson Valley Healthcare System at Montrose and Castle Point Campuses. The contractor shall be responsible for all high voltage maintenance and repairs that fall within the scope of the contract. The contractor shall furnish all labor, tools, materials, supplies, equipment and instruments, to perform all work and furnish the necessary services to provide complete high voltage maintenance and repairs, examination service and test to keep all high voltage equipment in safe operating condition. Such service and maintenance shall apply to all high voltage equipment and accessories regardless of whether they are specifically shown or described in this specification. The contractor shall maintain all high voltage switches, transformers, switchgear, enclosures, breakers, busses and ground systems located at the facilities in accordance with ANSI, NEC, NFA, VA Utility Company and manufacturer specifications. All test and inspection data shall be tabulated and presented in a format which complies with NEC, ANSI, Consolidated Edison/Central Hudson, and VA standards. The preventive maintenance work must be performed by a Journeyman Electrician. The examination work must be performed by a Service Engineer. The Supervising Field Service Engineer must be accredited as a Certified Electrical Test Technologist by the National Institute for Certification of Engineering Technologists (NICET) or the National Electrical Testing Association (NETA) and have a minimum of 5 years of experience on similar major testing projects. Firms desiring consideration shall email directly to the Contract Specialist referencing the following in the subject field "High Voltage Maintenance" then contain the following information within the body of the email; name of firm, complete address, phone & fax number of contact. All Solicitation/RFQ's from all interested parties must be received by 1:00pm, September 9, 2011 through email address as follows, Charnell.Cunningham@va.gov or by fax (718) 741-4722. NOTE: A site visit is scheduled for September 7, 2011 at 10:00 AM. Please meet Mr. Peter Bambino at the at 10:00 AM in the Engineering Conference room located at 138 Albany Post Rd, Route 9-A, Montrose, NY 12511, Bldg 16. Once the Montrose site visit is completed you will proceed to Castle Point Bldg 9 Engineering room located at Division Route 9D, Castle Point, NY 12511. Please note that this Solicitation/RFQ VA-243-11-RQ-0608 REPLACE previous Solicitation/RFQ VA-243-11-RQ-0530 for High Voltage Maintenance that was posted on www.fbo.gov on August 5, 2011. This is being re-announced to answer questions asked by the vendors and responses to the questions being asked. QUESTION #1: Quantity of medium voltage switches at the Castle Point VAMC? ANSWER # 1: Approximately 22 QUESTION #2: The amount of rust removal on equipment to be performed by the contractor? Some s & C switches have extensive ruse. ANSWER #2: Exterior rust is not part of this contract. However, where severe external rust is noted, contractor shall bring that to the attention of the COTR and make part of the report. These items may be addressed as a negotiated change to this contract, handled under a separate purchase order or paid by credit card. QUESTION #3: Will the spare breakers at Montrose have to be serviced? ANSWER #3: Yes QUESTION #4: Availability of Protective Device Coordination Study for contractor> ANSWER #4: A protection device coordination study has not been completed for either facility and none is available for the contractor to review. QUESTION #5: Most oil type transformers at both sites do not have space above the oil either with a vacuum or pressure of nitrogen? What will be the requirement if oil samples are taken? What will be the requirement if oil samples are taken? ANSWER #6: Oil sample are required to be taken from all oil filled transformers. Based upon the analysis of the oil if nitrogen or other additives are required or other remedial action is warranted that will be handled as a negotiated changed to this contract, under a separate purchase order or paid by credit card. QUESTION #7: Will the substation batteries have to be maintained? ANSWER #7: A visual and operational check should be performed. QUESTION #8: How many feeders will have to be powered factored? ANSWER #8: Please refer to section F.4.6. "Where connections are replaced throughout the facility, perform insulation resistance test (using between 10kv and 13.8 kv) and power factor test on all 13.8 kv cables originating in the main high voltage room. Record results." QUESTION #9: How long will you allow them to be shut down? ANSWER #9: 8 hours at a time QUESTION #10: Is all work to be performed during normal business hours? ANSWER #10: Please refer to section C.1. "All maintenance shall be completed within 90 calendar days of contract start date. All buildings with emergency generators will be serviced during normal hospital working hours (8AM - 4:30PM). The contractor shall submit in accordance with specification section a complete detailed maintenance schedule for approval to the COTR and Chief Engineer. Also refer to section C.6 "The contractor may be requested to perform emergency repair work on a continuous (including overtime) basis in the event that circuits cannot be energized after inspection and maintenance have been accomplished in accordance with the contract. Additional payment for subsequent charges will be arranged by the VA via change order, separate purchase order, or credit card." Buildings 15, 16 and 17 at Castle Point are NOT ON EMERGENCY POWER and will be required to be completed during weekend hours. QUESTION #11: Who is responsible for the fuel cost for generators running during work? ANSWER #11: VA is responsible for fuel cost to run the buildings on generator power during this work. QUESTION #12: Is testing of cables underground and between sections switches required? ANSWER #12: No QUESTION #13: Are the spare breakers to be included for testing? ANSWER #13: Yes QUESTION #14: Does the contract need to file with the local UL? ANSWER #14: No
