- This synopsis is a sources sought notice being used to conduct market research. The U.S. government is seeking vendors with the capability of providing meter calibration, repair, and maintenance services for fuel flow meters in the country of Afghanistan. This requirement includes, but is not limited to, all necessary personnel, equipment, tools, materials, parts, and supervision required to set up workshops and perform calibration and maintenance of fuel flow meters at Bagram Air Force (BAF) base and Kandahar Air Force (KAF) base in Afghanistan. Maintenance services include both preventative and corrective maintenance to flow meters utilized within fixed fuel facilities, semi-fixed fuel facilities and military tactical fuel systems. Preventative maintenance shall include general cleaning and all work required to maintain full operational capability and accuracy of the flow meter. Corrective maintenance shall include any repairs and replacement of parts necessary to maintain full operational capability and accuracy of the flow meter. A draft Performance Work Statement is attached for your reference. The Government requests that interested parties respond to this notice by providing the company's capabilities of meeting the draft performance requirements and begin performance within thirty (30) days of contract award. Ideal candidates would already have personnel and facilities located in Afghanistan to facilitate quick transition and performance. If an interested candidate cannot meet the 30 day performance requirement, capability statement shall include what timeframe can be accommodated and the rationale for needing the additional time. Capability statement shall include the following: company name, point of contact, address, telephone and fax numbers, e-mail addresses, brief description of company and its capabilities to include its capability of meeting the 30 day performance timeline, experience areas, history, duns number, cage code, tax id number, as well as size category and socioeconomic status. No solicitation will be issued at this time. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the U.S. Government. The U.S. Government will in no way be bound to this information if any solicitation is issued as a result of this Sources Sought. Notice to Contractors: All contractors who provide goods or services to the Department of Defense (DOD) must be registered in the Central Contractor's Register (CCR).
