This is a combined synopsis/solicitation commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request For Quote (RFQ). Submit written offers (oral offers will not be accepted), on RFQ # F3V5L11181A001. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE under the North American Industrial Classification Standard code #236220 and Small Business Size Standard $33.5M, applies to this procurement. IAW FAR 252.204-7004, all firms or individuals responding must be registered with the Central Contractor Registration (CCR). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 and Defense Acquisition Circular 2008-0721. Description of requirements: Design and Consultation Required Engineering Required Fabrication Required Installation Required System Certification Required Training Required Warranty Request a certified fall restraint system be installed in the Sheppard AFB GITA shelter. This will require engineering analysis of existing structure to ensure capability of supporting loads imposed in the event of an activation of the fall restraint system. Request that a complete set of engineered drawings be provided. The facility that requires installation of the fall protection system in is 165'11" by 120'1". The ceiling height is 57' 10" and there will be a variety of aircraft maintained within the facility. As such, the fall arrest system shall be designed to provide an active fall restraint system for a maximum of four individuals at one time weighing approximately 340lbs (including arrest and standard paint breathing apparatus) each upon one aircraft. The system shall allow for complete unencumbered range of motion for the technicians. All design and engineering of the fall restraint system must conform to OSHA and AFOSH STD requirements as of the date of the proposed acceptance of bid by the US government. Once installed, comprehensive training must be provided for 2 personnel to ensure a full understanding of capabilities and limitations of the system. User maintenance training will be part of this training. Examples, along with the dimensions, of the various airframes that will occupy the facility are as follows: (1) C-130 Span: 132 feet 7 inches Length: 97 feet 9 inches Height: 38 feet 5 inches (2) F-15 Span: 42 feet 10 inches Length: 63 feet 9 inches Height: 18 feet 8 inches (3) F-16 Span: 31 feet Length 47 feet 7 inches Height: 16 feet 5 inches. The two fighter aircraft will be parked adjacent to one another and the C-130 will be positioned in the middle of hangar.
