Description
The Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, a fixed price contract to the Miele Corporation to acquire a Glassware Washer Cleaning System with associated accessories, Model PG8527 STD, including installation at the EPA SESD lab in Athens, Ga. The period of performance will require delivery 12 weeks after contract award. This synopsis for a commercial item(s) is prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR 13.5, as supplemented with additional information included in this notice. The authority for this sole source procurement is FAR Part 6.302-1 in that the Miele Corporation is the only known source for this acquisition, since they are the only known manufacturer of a laboratory glassware washing system that meets EPA?s minimum requirements, for which they own one or more patents. The key requirements that are solely satisfied by the Miele system are as follows: The system?s wash chamb er and components within the water path are designed and tested to withstand purified water up to 18 mega ohms which can be heated by the Miele unit to 93? Celsius to thermally disinfect and kill microorganisms in the water path. These microorganisms must be eliminated to prevent contamination in analyses such as Biological Oxygen Demand and Total Organic Carbon. Further, the wash chamber is hygiene optimized. It is made from 316L stainless steel, has cove corners, crevice-free with rounded edges, sloped ceiling and self-draining surfaces. Additionally, the PG 8527 has separate pumps for circulation and drainage. Its triple filtration system prevents external particles from entering the system and prevents recirculation of particles in the wash cycle. All of these features minimize the carryover of the wash liquor. This is a vital feature when accompanied with the ability to wash glassware and plastic ware used in trace metals analysis. As previously mentioned, EPA routinel y analyzes and reports elemental data at parts per trillion levels and cleanliness, in this regard, is essential to prevent contamination.This announcement is not a solicitation, quotes are not being requested, and a solicitation will not be issued. However, any firms that believe they can provide a product with the required capabilities may submit a response to establish the potential of completing such work within 15 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
