Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) Surveillance, Communication and Scientific Support National Personal Protective Technology Laboratory (NPPTL) hereby announces its intent to issue a purchase order to the Public Health Institute (PHI), Oakland, CA to develop a national version of the California toolkit developed under the auspices of PHI. The new toolkit will reference Federal OSHA respirator standards and CDC infection control guidance. The Objectives of this Project are: 1) Develop a national version of California toolkit by replacing references to Cal/OSHA standards with references to the Federal OSHA respirator standards and CDC infection control guidance. 2) Develop training and outreach effort(s) for healthcare workplaces, such as webinars, regional training, stakeholder outreach (presentations). Things to consider for this effort should include: (a) Guidelines for respirator use in health care have changed over time (pre- and post-H1N1), creating confusion and misconceptions about the appropriate role of respirators in infection prevention (especially outside CA where there is no Aerosol Transmissible Disease (ATD) standard). (b) Need to better convey the science demonstrating how exposure and infection occurs, and supporting the need for respiratory protection (c) If Federal OSHA moves forward with a proposed ATD standard, it could conceivably take a different approach (d) Health Care Worker's adherence with proper use of respiratory protection appears to be weak substantiating the need for training and outreach efforts. Period of Performance September 26, 2011 through September 25, 2012. Qualifications required include: An organization at the forefront of research and innovations to improve the efficacy of public health both nationally and internationally, familiarity with the statutory requirements and protocols for workplace studies throughout the United States, and involvement with other researchers examining the use of Personal Protective Equipment in acute care hospitals facilities in various regions across the US. Based on their unique expertise and knowledge from developing the toolkit for California acute care facilities and knowledge with this work with employees across the US combined with previous contracts, PHI is the only contractor currently positioned to respond to the services that are being sought. This project is supported by justification for other than full and open competition to PHI under authority of 41 U.S.C.253(c) (1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. Please forward the capability statement and pricing information to James Ambrozic, Purchasing Agent, Reference Solicitation # 2011-Q-13997, 626 Cochrans Mill Road, Pittsburgh, PA 15236; email: eud7@cdc.gov. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with the Public Health Institute, Oakland, CA as the only source and a purchase order will be issued without any additional notices being posted.
