- Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau intends to contract with Bruce D. Spencer, of Spencer Statistics, Inc., on a sole source basis to develop methodology for estimating non-sampling errors in estimates of the components of census coverage error. The contractor shall have extensive experience in dual system estimates of net census coverage error and their use in the estimation of components of census coverage error, erroneous enumerations and omomissions. Also, the contractor needs to have knowledge of the 2010 Census, the 2010 CCM, and the planned evaluations of the 2010 CCM, all of which Mr. Spencer possesses. The U.S. Census Bureau believes Mr. Spencer's institutional knowledge, experience, and skill set make him uniquely qualified to complete the required services. The period of performance for this award will be from date of award through a period of one year. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Census Bureau's needs. Detailed capabilities must be submitted to Lisa Safewright via email address lisa.r.safewright@census.gov. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 10 days from the publication of this synopsis, a contract may be issued to Spencer Statistics, without further notice.
