- 1. ECA PKI Certificate MUST be held by the same person listed as the APPROVED custodian of the DVD. The appointed Custodian on the Custodian Agreement Form, the Custodian on the DD 2345 Form, Block 3., and the owner of the ECA PKI Certificate must all be the same individual. 2. DVD Copies - Additional Information: Firms that receive a DVD may provide copies of the DVD for subcontractors or vendors. The firms receiving a copy of the DVD from you, will still be required to complete the approval process before they will be granted ACCESS to the DVD files, to include completing the Custodian Agreement Form, the DD 2345 Form, and acquiring an ECA PKI Certificate. 3. Solicitation Documents - The Specifications are approximately 6,000 pages, Drawings are approximately 3,500 sheets, and the Drawing Size is 30 x 42 Full Size.
