Description
This is a Request For Information (RFI) to solicit industry comments; this is not a Request for Proposal. The purpose of the announcement is to determine interest and capabilities of sources for a potential contract to conduct Phase 3 repairs to the Lower Monumental Navigation Lock Monolith 15 concrete face. The Government is specifically seeking construction feasibility considering the duration of the navigation outage work-window (3 weeks). The Government will not reimburse any costs for participation in this RFI. Any information submitted in response to this announcement is strictly voluntary. Response is requested no later than 08 September 2011. The estimated magnitude of construction for Phase 3 is between $500,000 and $1,000,000. Information is requested from sources that have the capability and financial means to perform the requirements of the potential contract. Background Monolith 15 is 130 ft high by 60 ft wide and the wall repairs have been planned in 3 phases over multiple years. Phase 1 was performed in FY10. This phase consisted of replacing monolith 15 waterstops, performing intake culvert cavitation repairs, concrete removal from the wall face, and instrumentation monitoring. Area of concrete removal was from elevation 551' down to 455' (96'x60'x4'). Phase 2 was performed in FY11 during the Snake & Columbia Rivers extended Navigation Outage. This phase removed the remaining concrete, grouted cracks, drilled and set 96 anchors, and replaced wall face with cast-in-place concrete from elevation 421' to 460'. Summary of Work - Phase 3 Repairs (reference attached drawings) Phase 3 shall consist of installing new PVC waterstops on each side of the monolith, and re-facing monolith 15 from elevation 460' to 545' using precast blocks (54), cast-in-place in-fill, and post-tensioned rock anchors (138). In addition, there will be a cast-in-place deck and parapet section from elevation 545.0 to elevation 551.5. The deck and parapet will have embedded items including steel reinforcement, steel wall armor, deck drains, and electrical conduit. The width of the wall face void is 60' by approximately 4' in depth, but may be as deep as 5' in some areas. The precast blocks will be 20' in width, 5' in height, and 3'-4" in depth with the remaining void being filled by cast-in-place in-fill concrete. Post-tensioned anchors will be grouted solid after final tensioning is complete. Work-Window The estimated navigation lock outage work-window is approximately 3 weeks in March of the FY a contract is awarded. The navigation lock would be available to the contractor 24 hours per day during the contractor work-window. It is anticipated that the contract Notice To Proceed (NTP) would be issued approximately 3 months in-advance of the work-window. Site Description and Constraints Site conditions include working from heights over 100 feet, in or near water, spatial restrictions, and in areas that require hazardous energy control. Construction Methodology and Technical Considerations 1) Floating Platform and Truck Crane - work may be performed from a floating platform within the navigation lock and/or truck crane from the navigation lock deck. Deck access may be limited depending on project maintenance and access needs. The government shall provide a navigation lock operator to adjust water elevations while the Contractor is working in the lock. 2) Contractor work shifts - 3) Construction Activities - specifically seeking estimated construction durations for the following: Installing new Waterstops Placing Pre-Cast Blocks Drilling and Anchorage Cast-In-Place In-Fill Grouting of Anchors Cast-In-Place Deck and Parapet Wall
