- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; electronic proposals are being requested and a written solicitation will not be issued. This solicitation number is AG-6424-S-11-0006 and is issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-53. This solicitation is being issued as a Total Small Business Set-Aside per FAR 6.203. The associated North American Industrial Classification System Code(s) and business size standard(s) describing the products and/or services to be acquired under this solicitation are NAICS Code 334220 - small business size standard is 750 employees. The Product Service Code (PSC) for this requirement is: 3695, Miscellaneous Special Industry Machine. The Federal Supply Classification (FSC) for this requirement is 5995, Cable, Cord, and Wireless Assemblies: Communication Equipment. Purchase Requisition (PR) # 11385, 11389, 11433. This combined synopsis/solicitation is for purchase of the following commercial items: CONTRACT LINE ITEM NUMBER (CLIN) 0001: TYPE: Firm, Fixed-Price NOUN: GPS handheld devices DESCRIPTION: GPS Device: • Handheld device running Windows Mobile 6.1 or newer • Dust and water resistant (must meet IP65 standard or better) • Rugged (withstand drops from 3ft or greater) • At least 12 channel parallel tracking • Full color, daylight readable display (minimum size of 3.5" measured diagonally) • Real-time sub-meter accuracy • Integrated SBAS (including WAAS capability) • User replaceable, rechargeable battery (provides a minimum of 8-10 hours on single charge) • SD card slot • Minimum of 512M internal memory and 4G of memory via an SD card • USB download capability using MS ActiveSync software (version 4.5 or newer) • Internal Bluetooth wireless capability • Ability to be powered by external sources (AC and 12V DC) • Ability to run ArcPad 8 with support for displaying imagery files (TIF, MrSID) Accessories needed: • AC power supply • Carrying case • USB download cable • Cigarette lighter power cable (or equivalent to provide 12V DC external power) • Screen protectors UNIT OF ISSUE: Each (EA) QUANTITY: 20 UNIT PRICING: To Be Determined EXTENDED LINE ITEM AMOUNT: To Be Determined DELIVERY LOCATION: Columbia, MO 65203 DELIVERY DATE: On or before 31 October 2011 FOB: Destination INSPECTION AND ACCEPTANCE: Destination QUALITY ASSURANCE: IAW Commercial Standards OTHER REQUIREMENTS: A. Payment via GPC (credit card) preferred; B. LPTA award; C. and the Government must receive sufficient part information regarding the proposed product to conduct an appropriate technical evaluation. The following provisions and clauses apply to this procurement: The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. The contracting officer will make award based on price and other price related factors. The evaluation factors will be price, delivery, technical capability, and past performance. Delivery, technical capability, and past performance, when combined, are approximately equal to cost or price. Successful offeror MUST be in CCR and ORCA before contract will be issued.
